# Map the cameras. Trace the contracts.
> [[Research Map]] · [[About This Wiki]] · [[How to Read This Wiki]] · [[License]]
This wiki documents Arkansas state, municipal, and county law-enforcement agencies' adoption of surveillance technology — automatic license plate readers (ALPR), in-car and body-worn video, digital-evidence platforms, real-time crime centers, mobile-forensics suites, and the federal- and state-level data-sharing networks those systems plug into. It documents the contracts and trial agreements that authorized them, the procurement pathways that funded them (or, as often, avoided ordinary appropriation), the data-sharing arrangements they participate in, and the oversight regimes they operate under, or the absence of one. The corpus is built from Arkansas Freedom of Information Act productions, filed jurisdiction by jurisdiction. [[Research Map|Explore the 119-record camera evidence map and research guide.]]
The investigation began with [[Flock Safety, Inc.]] — the first ALPR vendor surfaced in the seed jurisdiction (Conway PD) and the project's original namesake (the wiki was renamed from *Arkansas Flock* to *Arkansas Surveillance* on 2026-06-05 to match the documentary reality of a multi-vendor, multi-modality surveillance ecosystem) — and has since widened. The corpus now documents multiple Arkansas LE-adjacent ALPR vendors: [[Flock Safety, Inc.]] (the dominant Arkansas footprint), [[Axon Enterprise, Inc.]] (Fayetteville's free trial), [[Genetec, Inc.]] (via [[SkyCop, Inc.]] installs, the pre-Flock generation), [[Utility Associates]] (LRPD's Rocket-modem deployment), **Leonardo / ELSAG ALPR Systems** (the Arkansas State Police's choice, via reseller [[John Wright Associates, Inc.]]), and other competing systems — plus a wider surveillance stack at LRPD: [[Motorola Solutions]] / Watchguard in-car video and iCloud evidence storage, [[Cellebrite]] mobile forensics, NICE Investigate evidence cloud, Fusus real-time crime center, SoundThinking gunshot detection. ALPR adoption in Arkansas is a multi-vendor story; LE-tech adoption broadly is a multi-modality story.

After the 2026-07-21 publication-remediation and map build, the intended public wiki spans **569 interlinked Markdown pages**.
## Headline findings — Conway PD (the seed jurisdiction)
- **The Conway City Council declined to appropriate Flock cameras in the 2025 city budget.** Chief Chris Harris pivoted to **asset-forfeiture funding** within 24 hours. The contract was executed at $180,000 / 36 months / 20 cameras with a $5,700 installation-fee waiver keyed to the vendor's quota close, paired with a contractual **non-appropriation clause** marketed as a year-end-close tool. See [[Morning - Procurement Pivot Thread]] and [[Sole-Source Procurement Language Avoidance]].
- **Federal law enforcement actively queries Conway PD's Flock data at scale.** Over a 51-day window (March 1 – April 21, 2026), **5,929 federal-officer plate lookups touched Conway data**: US Postal Inspection Service 59%, FBI 40%. See [[Federal Searches CSV]] and [[Federal LE Quiet Access through Vendor Platforms]].
- **Conway PD's Flock network reaches 1,384 organizations** across at least 38 states + DC + 2 federal entities + a tribal LE + a national NGO. 94% of relationships are out-of-state. See [[SharedNetworks 2025-12-17 Snapshot]] and [[Default-On Surveillance Data Sharing as Operational Model]].
- **Conway PD's `PD-2026-477` reversed the disclosure posture of `PD-2026-354`** — the same Department that produced sharing topologies, federal-search logs, and audit logs in May then withheld the equivalents under the Arkansas ALPR Act + three FOIA exemptions + DPPA in the supplemental request. Conway has requested an Arkansas AG opinion on the underlying legal questions. See [[The Disclosure-Posture Reversal at Conway PD]].
## Headline findings — Fayetteville PD
- **Fayetteville PD first denied operating ALPR "of any kind," then disclosed an Axon trial** after a clarification request. From 2026-02-12 to 2026-04-23, an agency-wide ALPR trial ran on Axon Fleet 3 cameras with 33,000+ reads in the first 32 hours. The trial was authorized by the Mayor's signature, not a Council vote — it carried no cost. A separate Flock Safety procurement was actively negotiating during the FOIA window (~$435,000 / 3 years). See [[Flock Safety Procurement Courtship]] and [[Axon Field Trial Agreement and City Authorization]].
## Headline findings — Little Rock PD
- **LRPD is the corpus's earliest Flock customer (2020) and the largest by camera count (115)**, on a 2025 renewal at $690K / 2 years via OMNIA Partners cooperative-purchasing. The LRPD Flock MSA § 4.4 expressly incorporates the [[Arkansas Automatic License Plate Reader System Act]] — the corpus's clearest documentary anchor for Flock's contractual acceptance of state ALPR-statute terms. See [[Flock LPR Renewal (Resolution 16846)]].
- **LRPD operates the corpus's most diversified surveillance stack**: Cellebrite phone forensics (dual procurements, the Israeli-export-control composite bundle), NICE Investigate evidence cloud ($100K/yr), Fusus Real-Time Crime Center (the operationalizing document), SoundThinking + CaseBuilder, Motorola Watchguard M500 + iCloud ($850K via Ord. 22,331 sole-source with emergency clause), and a proportionate-vendor cluster. See [[sources/city-of-little-rock/CLR-2026-778/_overview|CLR-2026-778]] `_overview`.
- **LRPD documents the cooperative-purchasing-vehicle as the dominant procurement track for municipal surveillance**: OMNIA Partners, Sourcewell, NASPO ValuePoint, Texas DIR. See [[Cooperative Purchasing Vehicle]].
## Headline findings — Pulaski County (Sheriff's Office + Government)
- **PCSO operates 6 Flock Falcon cameras since 2023**, $36,900 / 3 years, procured by Pulaski County Government through a **competitive RFP** (RFP-23-003 via [[ARBid]]) — the corpus's first competitively-bid Arkansas Flock procurement. Flock won 100/45/35/20 against [[Utility Associates]], [[John Wright Associates, Inc.]], and [[Insight LPR, LLC]]. See [[Competitive RFP Procurement (Arkansas Counties)]].
- **The procurement never reached the Pulaski County Quorum Court** — Judge [[Barry Hyde]] signed alone under executive authority, the spend below the legislative-approval threshold. See [[ALPR Procurement Below the Appropriation Line]] for the cross-jurisdiction synthesis.
- **PCSO operated a pre-Flock SkyCop+Genetec system 2021-2023**, federally PSN18-grant-funded ($75,287 spend against $75,500 grant). Second documented instance of the [[The Genetec-to-Flock Pre-Flock Transition]] pattern after Conway PD.
- **PCSO's six-month § 12-12-1805 report** documents 1,422,898 plates scanned and 2,092 alerts Jan–May 2026, with outcomes "not currently tracked." See [[PCSO ALPR Six-Month Practice and Usage Report]].
## Headline findings — Arkansas State Police
- **ASP is the first state-LE-agency in the corpus**, and ASP's vendor is **Leonardo / ELSAG ALPR Systems** (sold through reseller [[John Wright Associates, Inc.]], the same firm that placed 3rd in PCSO's competitive RFP). State Term Contract 4600055190 at ~$481K, drawn against Texas Region 14 ESC Contract #05-68 (the **NCPA** cooperative-purchasing vehicle — National Cooperative Purchasing Alliance, see [[NCPA Cooperative Purchasing (Region 14 ESC)]]), funded by **federal ARPA pass-through** (fund/WBS code A.0960.ARPERR; HB1202 §35). Cameras include a **One Time HIDTA LPR Network License** wiring ASP's deployment into the federal HIDTA network at procurement-time. Deployments documented on Arkansas Interstate corridors (I-30 Hope, I-30 Little Rock, I-40 Little Rock, I-40 Maumelle, I-530 Big Rock Twp).
- **ASP's July internal communications establish a functional state-level coordination role while leaving formal oversight unproven.** Lt. [[Dennis Overton]] served as the *"ALPR Point of Contact for Arkansas"*; ASP administered the Arkansas ELSAG/HIDTA domain, designated access roles, coordinated an [[Arkansas State Fusion Center]] analyst across ELSAG, Motorola LPR, Flock, AR Advance, ATLAS, and ACIC, and pursued a statewide trooper-facing ELSAG-to-ATLAS query integration. [[D003 Synthesis]] resolves the framing conflict with counsel's disclaimer: ASP is not shown to review, audit, or approve municipal/county ALPR use, but it is shown to operate as a functional state-level coordination node. [[T006 - ASP ALPR Oversight Disclaimer vs Statewide Coordination Role]] is bracketed pending evidence of formal authority and statewide reach.
- **ASP also took a withholding position contradicted by its own operational records.** In response to federal-public-defender and citizen FOIAs, ASP maintained that it did not have an LPR system; the internal production documents ELSAG operation, training, domain administration, and a trooper incident report using the system. That factual conflict is tracked separately at [[T007 - ASP No-LPR-System Position vs Documented ELSAG Operation]].
## Headline findings — ARDOT and Sherwood
- **Act 668 of 2025 is now verified from the enacted General Assembly PDF and ARDOT's matching production copy.** The amended [[Arkansas Automatic License Plate Reader System Act]] authorizes defined law-enforcement, parking, secured-area, private-property, and AHP weigh-station uses; sets 60/150-day tiers plus investigation/criminal-action preservation and destruction; adds 24-hour updates when available; regulates sharing and private processing; requires public policies and six-month statistics; and adds evidentiary and Attorney General enforcement consequences. The earlier “fetch the current act” gap is closed.
- **ARDOT's AHP rule remains a branch-status problem, not a final-rule finding.** The December 2024 packet is expressly proposed/draft, and the produced March-format and July post-comment branches contain different changes. No merged final filing appears in the record; [[T008 - Post-Comment LPR Rule Version Divergence]] remains open.
- **Sherwood's February 11, 2026 stop documents a consequential one-character Flock misread.** Officers conducted an armed stop and handcuffed both adult occupants before inspecting the physical plate; a small child was also in the vehicle. The successor ALPR policy requiring physical-plate and ACIC/NCIC verification took effect March 24 and is not evidence of the rule in force at the stop. See [[2026-02 Sherwood ALPR Misread Stop]] and [[ALPR Error Layers and Outcome Measurement]].
- **Permitting and operation have different chronologies.** Sherwood's 15-site inventory, ARDOT's four-row TCD subset, incomplete final-acceptance records, and installation/permit anomalies do not support one universal “deployment complete” date. See [[Sherwood ALPR Permitting and Operational Status]] and [[T009 - Sherwood ALPR Completion and Installation Chronology]].
- **Exact fixed-camera locations are intentionally published with their source stage.** The reconciled register preserves all 77 ARDOT TCD rows tied to ALPR/Flock records (76 unique normalized points), 42 direct plan/email coordinate or version records, and the exact device/corridor/direction nomenclature produced for Conway, UCA, Sherwood, ASP, LRPD, PCSO, and two nonresponsive Jacksonville plans. Proposal, permit, GIS, install-scheduling, current-inventory, and as-built claims remain textually distinct. See [[Arkansas ALPR Camera Coordinates and Directional Nomenclature]], [[Statewide Traffic Control Devices Export]], and [[T013 - Conway P1948 Permit Summary vs Engineering and GIS Points]].
## Verified public technical and legal context — July 20, 2026
The source dossier that prompted this phase was treated as a lead and source map, not as evidence. All integrated claims below were independently checked against archived underlying sources:
- Flock's public catalog extends beyond the Arkansas-proved ALPR deployments to Condor/Wing video, Audio Detection/Raven, search and association analytics, and Alpha drone services. Those are vendor descriptions and dated SKU records; no Tier-1 Arkansas record currently proves purchase or activation of those product families. See [[Flock Condor Video and Wing Gateways]], [[Flock Audio Detection and Raven]], [[Flock Search and Association Analytics]], and [[Flock Alpha and DJI Dock 3]].
- Teardowns, component datasheets, patents, FCC records, and CVEs are model-, revision-, build-, or embodiment-specific. They are not a universal Flock bill of materials or a current-vulnerability finding for every Arkansas camera. See [[Flock Hardware Evidence Boundaries]] and [[Vendor Information Security Posture]].
- Public NVD/CNA records document 15 version-specific Flock-related CVEs; none appears in the July 16, 2026 CISA KEV catalog. KEV absence does not prove non-exploitation, remediation, or non-deployment. The competing accounts of Condor internet exposure remain open at [[T010 - Condor Internet Exposure Competing Accounts]].
- National case law is fact-bound. *Chatrie* is a Supreme Court cell-phone-location decision, not an ALPR case; *Church* is unpublished and involved three images over about seven minutes; *Schmidt* is a district-court judgment on Norfolk's developed record with a verified appeal and a July 20 disposition gap. See [[ALPR Fourth Amendment Law Is Fact-Bound and Unsettled]].
- Leonardo's public [[SignalTrace Electronic-Signature Tracking]] materials describe phone/wearable/RFID device-group tracking and optional LPR correlation, but ASP's Tier-1 ELSAG procurement does not name SignalTrace. No official Flock-SignalTrace integration was located.
## Synthesis
Cross-cutting analytical essays are collected in the [synthesis map](Research%20Map.md#synthesis):
- [[Decentralized Acquisition and Centralized Surveillance Interoperability]] — Arkansas agencies buy surveillance through fragmented local, county, cooperative, trial, forfeiture, and federal-pass-through routes, while Flock sharing, HIDTA, fusion-center access, ATLAS, and vendor integrations reconnect the systems operationally without a documented system-wide audit authority.
- [[ALPR Procurement Below the Appropriation Line]] — across Conway (asset forfeiture around a declined budget), Fayetteville (a $0 trial bypassing appropriation), Pulaski County (executive-authority procurement below the Quorum Court threshold), and now ASP (federal-ARPA-pass-through executive procurement), ALPR has reached operational use without an appropriation vote. The mechanism differs; the effect — the elected appropriating body is not where the adoption was decided — is the same.
- [[Competing ALPR Vendors and the Real-Time Crime Center]] — ALPR in Arkansas as a competitive multi-vendor market (Flock, Axon, Genetec, ELSAG); the documented Axon–Flock interoperability feud; the shared Real-Time Crime Center endgame.
- [[Default-On Surveillance Data Sharing as Operational Model]] — in Conway's deployment, cross-boundary data sharing is the system's resting state: 1,384 relationships configured as platform toggles, with no MOU, warrant, or per-query gate.
- [[Vendor Capture of Local Surveillance Policy]] — Flock supplies the apparatus around the product: the customer-success cadence, the audit-system design, the political messaging, and the answers Conway PD gave its own City Council.
- [[Federal LE Quiet Access through Vendor Platforms]] — federal agencies queried Conway PD's ALPR data 5,929 times in 51 days, established by platform configuration rather than warrant and visible only on FOIA.
- [[The Disclosure-Posture Reversal at Conway PD]] — Conway PD produced its ALPR network-sharing, federal-search, and audit-log records in `PD-2026-354` and withheld the equivalents in `PD-2026-477`; segregability under § 25-19-105(f) is the contested question.
- [[The Genetec-to-Flock Pre-Flock Transition]] — across PCSO and Conway PD, ALPR followed a parallel two-phase trajectory: SkyCop-installed Genetec AutoVu first, Flock cloud-platform second.
- [[The Surveillance-Export Economy in Arkansas Law Enforcement]] — the phone-cracking, evidence-cloud, and state-police ALPR layers of the stack are bought from Israeli and Italian state-defense firms ([[Cellebrite]], [[NICE Systems]], [[Leonardo S.p.A.]]), and Arkansas's own [[Arkansas Act 710 of 2017 — Israel-Boycott Contract Certification|anti-boycott statute]] enforces political loyalty to Israel as a condition of buying the tools.
- [[ALPR Error Layers and Outcome Measurement]] — Sherwood's one-character misread and LAPD's mixed-program audit show why OCR, hot-list freshness, verification, association, and outcomes require separate denominators.
- [[ALPR Fourth Amendment Law Is Fact-Bound and Unsettled]] — *Chatrie*, *Church*, and *Schmidt* do not yield a nationwide categorical ALPR rule; each holding is limited by technology, facts, court, and posture.
- [[Arkansas ALPR Camera Coordinates and Directional Nomenclature]] — an exact fixed-camera register preserving all known coordinates, coordinate variants, device/site IDs, corridor names, and travel directions while separating proposal, permit, GIS, installation, current-inventory, and unresolved as-built stages.
## Tensions and dialectics
First-class contested claims and the three-phase Hegelian arguments that resolved them:
- [[T001 - Default-On Sharing Policy or Product Design]] (`resolved-via-D001`) — whether the 1,384-org Conway sharing topology is a policy failure or product design. Verdict: product design on mechanism; policy responsibility narrowed. See [[D001 Synthesis]].
- [[T002 - Successor-Policy Omission]] (`resolved-via-D002`) — whether Conway PD's failure to promulgate a successor internal directive is a culpable governance omission or a structurally vain demand. Split verdict on architectural vector: culpable for outbound + bidirectional, structural for inbound-only. See [[D002 Synthesis]].
- [[T006 - ASP ALPR Oversight Disclaimer vs Statewide Coordination Role]] (`bracketed`) — formal review/audit/approval authority over local agencies is unproven, while ASP's functional state-level coordination role is established. See [[D003 Synthesis]].
- [[T008 - Post-Comment LPR Rule Version Divergence]] (`open`) — ARDOT's March formatting branch and July post-comment branch have not been shown merged into a final AHP rule.
- [[T009 - Sherwood ALPR Completion and Installation Chronology]] (`open`) — permit, completion, inspection, and operational records do not resolve one chronology for all Sherwood sites.
- [[T010 - Condor Internet Exposure Competing Accounts]] (`open`) — 404 Media and Flock agree that devices became publicly discoverable but dispute number, access scope, and consequences.
- [[T011 - Fayetteville Evidence Delivery Messages]] (`resolved`) — the City Attorney reconciled generic Evidence.com boilerplate with the no-Evidence-delivery closeout; vendor-held trial-data custody remains separate.
- [[T012 - Conway Semiannual LPR Report Version Divergence]] (`open`) — internal consistency distinguishes the 2024 and 2025 statistical blocks, but no produced version history designates a final report copy.
- [[T013 - Conway P1948 Permit Summary vs Engineering and GIS Points]] (`open`) — Conway's permit abstract, final engineering sheets, and ARDOT GIS rows describe the same fourteen-camera set with differing route/log-mile and coordinate values; no produced record identifies a controlling final as-built layer.

## Methodology
Every substantive factual claim traces either to a Tier-1 FOIA record or to a tier-labeled archived public source. **The wiki is a navigation and analysis layer; the cited records remain the evidence.** Underlying FOIA records are available from the originating Arkansas public body.
External facts (statute text, court holdings, agency-published figures, vendor SEC filings, news coverage) are anchored to **archived Tier-2/3/4 sources** under `web archive/<YYYY-MM-DD>/<domain>/`, with the cited claim using a tier-labeled citation distinct from the corpus citation format. Web sources contextualize what an Arkansas agency did; they never establish it.
The wiki does not republish PII redacted in the raw productions (officer personal information, license-plate scans, unrelated residential addresses, payment-routing numbers). Where redactions appear, source pages note them but do not attempt to reverse-engineer the underlying content.
See [[About This Wiki]] for the full evidentiary standard.
## Anticipated future productions
Filed productions with unresolved components:
- **Arkansas State Police / DPS Grants** — Item 1 fiscal records were produced 2026-06-05; the seven-file Item-5 Bald Knob grant release was delivered 2026-06-09 and ingested 2026-07-21; Item 2 internal communications were produced 2026-07-06 and ingested 2026-07-07. No dedicated Item-3 audit/usage export was present, and the optional Motorola/Watchguard records remain pending. Item 4 is narrowed by [[D003 Synthesis]], not treated as a complete answer to the accountability question.
- **Little Rock PD `PDFOI-2026-1874`** — Item 2 produced and ingested 2026-06-17. The May 26 sentence said no records met *"the portion of the audit-log review"* but did not identify that sentence as an Item-3 disposition; LRPD did not answer the June 5 clarification. The Deconfliction Advisories prove particular overlap-triggering searches at the agency/plate/time level, not an individual-user or complete console log. Item 3 is bracketed at [[T004 - Ambiguous Audit-Log-Review Response vs Unresolved Item 3]]; Item 4 also remains unaddressed.
Filed and waiting: [[Arkansas Crime Information Center]] (sent 2026-07-07; follow-up sent 2026-07-21) and the camera-map/surveillance-system requests to North Little Rock, Springdale, Bentonville, Rogers, Jonesboro, Faulkner County, Benton County, Fort Smith, and Russellville. The Pulaski County Prosecuting Attorney / ACIN request entered rolling production on 2026-07-21; its first seven-PDF public media package is ingested at [[pulaski-county-prosecutor/2026-07-21-acin-media-package-batch-1/_overview|ACIN Media Package - Batch 1 Overview]], while the requested participant, vendor, governance, funding, policy, retention, and audit records remain pending. LRPD's narrower successor is filed as `PDFOI-2026-2826`; City Finance/Board/seized-fund records remain a separate route.
## Compiler
The wiki is compiled by **Joshua Dunlap**, an Arkansas citizen FOIA requester, as part of broader public-records-grounded accountability research on Arkansas surveillance and policing infrastructure.
