## Scope
This page governs the author's original analytical work in this wiki — synthesis essays, page summaries, entity analyses, source-page framings, schema and operating constitution, cross-reference architecture, page templates, and editorial compilation choices throughout `wiki/`. © 2026 **Joshua Dunlap**, licensed under [Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International (CC BY-NC-SA 4.0)](https://creativecommons.org/licenses/by-nc-sa/4.0/).
This license does **not** cover:
- **Raw FOIA documents** in `raw/` and `extracted/` — public records of the State of Arkansas, produced by Arkansas municipal and county law-enforcement agencies under the Arkansas Freedom of Information Act (Ark. Code § 25-19-101 et seq.) in response to public-records requests filed by Joshua Dunlap. **No copyright claim is asserted over those records.**
- **Verbatim quotations** from those records embedded throughout the wiki — available under fair use independent of this license.
## What the license permits
- Reading, sharing, and citing wiki pages with attribution
- Using wiki content for non-commercial research, journalism, advocacy, and education
- Building on the synthesis under the same CC BY-NC-SA 4.0 terms
## What the license does NOT permit
- Commercial repackaging of the synthesis or analytical structure without permission
- Re-licensing derivatives under different (or no) license terms
- Implying author endorsement of any derivative work
## How to cite

## Editorial standard
The wiki contains three kinds of text, kept textually distinct:
- **Direct quotation** from public records (rendered as blockquotes with raw-source anchors)
- **Factual summary** of records (each claim source-anchored to file path, location, and verbatim quote)
- **Synthesis and opinion** — the author's own analytical work, offered in furtherance of public discourse on matters of public concern
Every factual claim is traceable to a raw FOIA source within two hops. Opinion and synthesis are demarcated and identified as the author's own.
## PII and surveillance-data handling
The corpus includes operational surveillance data — audit logs, hot-list memberships, network-sharing configurations, deployment locations. The wiki does not republish PII redacted in the underlying production (officer personal info, license-plate scans, residential addresses, etc.). Where redactions appear in raw documents, source pages note the redaction and its placement, but the wiki does not attempt to reverse-engineer redacted content.

## Provenance
The underlying records were produced by Arkansas municipal and county law-enforcement agencies under the Arkansas Freedom of Information Act (Ark. Code § 25-19-101 et seq.) in response to public-records requests filed by Joshua Dunlap. Those records came to the wiki's compiler as ordinary public records with no contractual restriction on republication or analysis. The wiki's analysis, editorial structure, and synthesis are independent authorial work.
