This license does **not** cover: - **Raw FOIA documents** in `raw/` and `extracted/` — records produced by Arkansas state and local public bodies under the Arkansas Freedom of Information Act (Ark. For citation of the underlying primary evidence, cite the raw FOIA document directly: "[Agency name], FOIA production [request number], [date]." ## Commercial licensing Commercial repackaging of the synthesis, schema, or analytical structure requires written permission through the publication's established contact channel. ## Editorial standard The wiki contains three kinds of text, kept textually distinct: - **Direct quotation** from public records (rendered as blockquotes with raw-source anchors) - **Factual summary** of records (each claim source-anchored to file path, location, and verbatim quote) - **Synthesis and opinion** — the author's own analytical work, offered in furtherance of public discourse on matters of public concern Claims about Arkansas-agency conduct are traceable to a raw FOIA source within two hops. Public technical, legal, vendor, and contextual claims cite tier-labeled archived sources. Opinion and synthesis are demarcated and identified as the author's own. ## PII and surveillance-data handling The corpus includes operational surveillance data — audit logs, hot-list memberships, network-sharing configurations, and deployment locations. Exact fixed-camera coordinates, site/device identifiers, corridors, and travel directions are intentionally published when a Tier-1 record supplies them; see [[Arkansas ALPR Camera Coordinates and Directional Nomenclature]]. Proposal, plan, GIS, revised, and as-built states remain textually distinct. Code § 25-19-101 et seq.) in response to public-records requests filed by Joshua Dunlap. Those records came to the wiki's compiler as ordinary public records with no contractual restriction on analysis.
