# ARDOT Right-of-Way Camera Permitting ARDOT requires a TSMO-issued TCD permit and a separate engineered drawing for each state-right-of-way camera site, including exact coordinates and roadside safety offsets ([[ARDOT State Right-of-Way Camera Guidance]], pp. 1-2, "All camera locations will have a separate drawing"). Generic siting criteria are not evidence of an installed camera. During rulemaking, Axon requested a bond exemption for agency-owned LPR equipment. ARDOT made no change and stated that any required bond protects restoration of Department right-of-way if installation, maintenance, or removal causes damage ([[July 10 2026 Public Comment Dispositions]], `Copy_of_LPR_Comments.7.10.26.xlsx`, `Sheet1!C11:E12`). ## Lifecycle distinctions from Sherwood ARDOT L000259 shows that application review, TCD-permit issuance, District special-permit execution, installation notice, City completion representation, final inspection, and final acceptance are separate stages. P1855 was described as work already completed without an approved special permit; P1871 and P1888 have City completion forms but no produced final-inspection/final-acceptance record; P1915 has a blank completion field ([[Sherwood Permit Completion and Inspection Correspondence]]). The local government is the permittee. ARDOT's permit terms say permits are requested by and issued to the local City Mayor or County Judge; Flock appears as the installation/contractor and bond party ([[Sherwood Highway 107 Permit P1915]], `1105497_-_Signed_docs.pdf`, p. 2; `SP-06-2025-0042_City_of_Sherwood.pdf`, p. 4). > [!contradiction] Sherwood completion chronology is unresolved > P1871's City completion form is dated June 11, 2025 (`SP-06-2025-0017...Approval_Signed_Updated.pdf`, p. 6), but a February 2, 2026 notice calls itself a “start work notice” under P1871 “to install 2 ALPR devices” (`FW__Pre-Con_Email.pdf`, p. 1). The 506-row CSV does not resolve these stages: its four Sherwood rows have blank installation, inspection, description, comment, and review fields, and P1855 is absent ([[Statewide Traffic Control Devices Export]]). ## Exact-coordinate discipline The wiki publishes exact camera coordinates and corridor/directional nomenclature when Tier-1 records supply them. The coordinate itself does not collapse the lifecycle: an application point, engineering-plan point, revised point, GIS export point, utility-pole candidate, and as-built point are different evidentiary objects.
