# 2022-09 Little Rock Funds Fusus RTCC from Seized Funds (Resolution 15,763)
On **September 6, 2022**, the City of Little Rock Board of Directors adopted **Resolution No. 15,763**, authorizing the City Manager to enter into a contract with **Fusus, LLC** in an amount not to exceed **$128,937.00 per year for up to three years (total $386,811)**, for the Little Rock Police Department Real-Time Crime Center. The procurement was made through **Sourcewell Contract No. 081419-SHI** (the SHI Government Solutions cooperative-purchasing vehicle), and **funded from the Seized Funds Account No. 270529-G3514** — i.e., LRPD's asset-forfeiture proceeds.
The resolution references a prior **Resolution No. 15,702 (June 7, 2022)** that "approved" funding "to equip and operate the Real Time Crime Center and to outfit the designed workspace in the LRPD Headquarters Building" — so the RTCC physical buildout pre-dates the Fusus software contract by three months. The Fusus contract proposal itself is dated **August 18, 2022**, addressed to "Chief Wayne Bewley" (LRPD's chief at the time).

## Significance
**The keystone procurement converting the LRPD Real-Time Crime Center from concept to operational hub.** Earlier productions (Conway PD `PD-2026-354`/`PD-2026-477`; Fayetteville PD `PD-2026-1484`) document Flock and Axon both *pitching* the RTCC as an aspirational endpoint of their surveillance build-outs. Resolution 15,763 — and the [[NICE Investigate (MRA and Order 00479378)]] §2.2.4 Fusus integration that followed in 2025 — together establish that LRPD runs an *operational* RTCC with Fusus at its core. This directly answers the open question in the synthesis essay [[Competing ALPR Vendors and the Real-Time Crime Center]].
The funding source — **Seized Funds Account No. 270529-G3514** — also opens the [[Asset-Forfeiture Funding for Surveillance Procurement]] concept thread at LRPD: subsequent buys (Motorola Watchguard M500, parts of the Utility / i2 RTCC cluster) follow the same pattern.
## Notes
- Fusus was acquired by [[Axon Enterprise, Inc.]] in early 2024. The 2022 Resolution 15,763 procurement is therefore pre-acquisition; the 2024 follow-on contract (referenced in the [[CLR-2026-778]] "Close Contract Request" thread but not itself in this production) transitions LRPD's Fusus relationship to a direct Axon contract.
- The original contract was for a 3-year term with two 1-year renewal options. Resolution 16,125 (October 2023) appears to be a supplemental Fusus appropriation; that resolution is referenced in the "Close Contract Request" but is not itself in the corpus.
