# 2025-02 Little Rock Amends Resolution 16489 Flock Renewal On February 11, 2025, the [[City of Little Rock]] Board of Directors took up an item to amend Resolution 16489 in order to renew the [[Little Rock Police Department]]'s [[Flock Safety, Inc.]] license-plate-reader subscription. The Board of Directors Communication from the Office of the City Manager described "A resolution to amended Resolution 16489 to authorize the City Manager to enter into a contract with Insight Public to renew LRPD's flock subscription in the amended amount 362,000" and recorded that "Vendor selection was made though the OMINA Partners #23-6692-03" (Emails 1-24.pdf p. 101, "to renew LRPD's flock subscription in the amended amount 362,000"; "OMINA Partners #23-6692-03" [sic]). The communication is attributed to "Emily Cox, Interim City Manager" and submitted by the "Little Rock Police Department" (Emails 1-24.pdf p. 101). ## The amended amount The agenda background stated that "Resolution 16489 included the renewal cost of $284,500. The amended amount is $362,000, including the cost of $77,500 to cover the license plate recognition camera with vehicle fingerprint software" and that "The cost of the additional one-year renewal is $77,500" (Emails 1-24.pdf p. 102, "The amended amount is $362,000, including the cost of $77,500 to cover the license plate recognition camera with vehicle fingerprint software"). The record describes the additional spend as covering an LPR camera with vehicle-fingerprint software, framed as a one-year renewal cost rather than a fleet expansion. Procurement ran through the cooperative purchasing vehicle OMNIA Partners #23-6692-03 on a contract with [[Insight Public Sector, Inc.]] (see [[Cooperative Purchasing Vehicle]]). The same background tied the renewal to LRPD's long-running vendor relationship: "Since 2020, Flock has been our provider for license plate readers, with this purchase the department will continue to have the necessary intelligence, preventive and investigate tools to apprehend criminals, assist with prevention of locate and locate missing persons" (Emails 1-24.pdf p. 102, "Since 2020, Flock has been our provider for license plate readers"). ## "30 new cameras" versus renewal-only The day before the meeting, LRPD staff flagged that the version of the communication posted publicly was wrong. Administrative Services Manager [[Latreasa Mullins-Sanders]] emailed the Office of the City Attorney on February 10, 2025: "The wrong BOD Communication is on the website for tomorrow's meeting ( item #6) . The attached draft Borad Communication is the correct version(draft) that should be presented for tomorrow's BOD agenda meeting. She forwarded a note from Police Major [[Jonathan Prater]], who wrote: "I believe the language in the Flock resolution is wrong. I've looked back through my emails and this amount 77,500 should be for a one year renewal of our LPR software. I haven't seen anything requesting 30 new cameras" (Emails 1-24.pdf p. 104, "this amount 77,500 should be for a one year renewal of our LPR software. I haven't seen anything requesting 30 new cameras"). A paralegal in the City Attorney's office, Lynsey Russell, replied the same afternoon: "I appreciate you letting us now. We will get this addressed" (Emails 1-24.pdf p. 103, "We will get this addressed" [sic]). The "30 new cameras" phrasing recurs in the public record.
