# 2025-04 Little Rock Renews ShotSpotter and Adds CaseBuilder (Ordinance 22,602)
On **April 1, 2025**, the City of Little Rock Board of Directors adopted **Ordinance No. 22,602**, authorizing the City Manager to enter into a renewed contract with **SoundThinking, Inc.** (the rebranded ShotSpotter, Inc.) for a total amount not to exceed **$188,000** — covering both (a) the renewal of ShotSpotter gunshot-detection service over a two-square-mile coverage area for one additional year (December 19, 2024 through December 18, 2025; **$149,500**) and (b) the addition of **CaseBuilder™ investigation-management software** at **$38,500**.
The **First Amendment to the ShotSpotter Agreement** was executed on **2025-05-19** to formalize the renewal and the CaseBuilder addition.

## Significance
**Extends SoundThinking's role at LRPD from a single-purpose acoustic-gunshot-detection sensor network into a broader investigative-case-management vendor.** CaseBuilder is a case-management platform that organizes incident and case data in a secure, searchable digital case folder — a distinct product class from gunshot detection.
CaseBuilder is **CJIS-compliant** (Federal Bureau of Investigation Criminal Justice Information Services compliance) and provides up to **1TB of cloud storage** as part of the subscription. The amendment also requires NIEM-format (National Incident Exchange Model) data export on termination — meaning LRPD's case data remains portable if the contract ever ends.
