The report fulfills the requirement in CPD Policy 800-32 Section D.2 for a public-on-request semi-annual statistical accounting of LPR system usage. Discloses fleet size (6 stationary cameras since 2023; 20 ordered, 8 installed by report date), hot-list configuration (NCIC via ACIC + agency-internal CPD list), and reporting-period totals: 6,316,810 reads · 2,007 hits · 3 logged successful outcomes.

## Significance
- Only documented instance in the corpus of the policy-mandated semi-annual reporting requirement being fulfilled. Subsequent semi-annual reports (H2 2025, H1 2026) are absent from the production; whether they were never written or simply not produced is open.
- The volume figures anchor public cost-benefit framing of the deployment: 6.3M reads → 2,007 hits → 3 outcomes is a quantitatively low yield by any framing, though the report itself caveats the limit ("It is not possible at this time to enumerate a complete total of how many of the hits confirmed by officer nor how many resulted in arrest"). The report does not address whether the system's value lies in the 3 logged outcomes alone or in unmeasured deterrence / investigative-support contributions.
- The report is the **only Burningham-authored CPD document in the corpus** addressed to a CPD oversight body. Every other Burningham communication is to Flock counterparts or to other CPD personnel about operational matters.

- The "January 1, 2024, to June 30, 2024" date range in the body is plausibly a typo for "2025." If interpreted literally, the report covers calendar-year-2024 data on a 6-camera fleet — but by mid-2024 only the Genetec fleet was operational; the Flock cameras would not have begun installation until ~2025-04. The numbers are consistent with H1 2025 (after the Flock onboarding but before Flock cameras were fully online). The date typo should be flagged in any deliverable that cites this report.
