# 2026-05 Bounce-Scope Diagnostic A diagnostic run against `raw/conway-pd/PD-2026-354/` to answer the open follow-up created by the 2026-04-22 21:02 bounce: whether Drake Vickers's production reflects the narrow ~430-email `Mayor↔Flock↔admin` set Vickers offered, the expanded scope (Council mentions + CPD command/admin) Joshua requested in his bounced reply, or some mix of the two. ## Method A header-only scan of all 389 `.msg` files (388 lowercase + 1 capitalized variant) in the production, parsing `From:` / `To:` / `Cc:` / `Bcc:` via the `extract_msg` library and aggregating every email address present. Addresses were classified against four reference rosters built from Tier-2 publishers: 1. **Conway City Council (8 aldermen)** — anchored to (primary public record, [Conway gov't roster](../../web%20archive/2026-05-18/conwayarkansas.gov/government.md)). 2. **Mayor's Office staff (10 people incl. Mayor Castleberry)** — anchored to (primary public record, [Conway Mayor's Office roster](../../web%20archive/2026-05-18/conwayarkansas.gov/mayor.md)). 3. **CPD command staff structure (named: Chief Chris Harris; unit names: Asst Chief, three Majors, plus OPR/FOIA/PIO/Wellness)** — anchored to (primary public record, [Conway PD org chart](../../web%20archive/2026-05-18/conwaypd.org/org-chart.md)) and (primary public record, [Conway PD home page](../../web%20archive/2026-05-18/conwaypd.org/home.md)) for Chief Harris by name and email. 4. **CPD Flock admin (Lt. Andrew Burningham)** — anchored to the FOIA-correspondence trace on `_overview.md`. Personnel identification (specific ranks / units within the [[Conway Police Department]] structure) remains to be done in later records review. ## Significance **The "Mayor↔Flock↔admin" framing in Drake Vickers's 2026-04-22 16:12 voluminous-records notice is inaccurate as a description of what was produced.** Zero addresses from the Mayor or the Mayor's Office appear anywhere in the production's `From:` / `To:` / `Cc:` / `Bcc:` headers. The production is in fact a `CPD↔Flock↔admin` set: ~330 messages involving Lt. Burningham, 72 involving Chief Harris, ~102 involving eleven other CPD personnel, set against 43 distinct `@flocksafety.com` correspondents — 500+ vendor-side touches across the production. **The CPD-command/admin expansion appears to have been honored.** Joshua's bounced 2026-04-22 21:00 reply asked Vickers to include CPD command and admin emails outside the Mayor↔Flock↔Burningham axis; the production includes the Chief plus eleven other CPD addresses across a substantial slice of the correspondence (174 touches outside Burningham). This is the larger of the two expansions Joshua requested. **The Council expansion was not honored.** Joshua's bounced reply also asked Vickers to include "any Council member who was looped in or mentioned" on Flock-related correspondence. Zero of the eight aldermen — `andy.hawkins`, `david.grimes`, `drew.spurgers`, `shelley.mehl`, `mark.ledbetter`, `spencer.hawks`, `theodore.jones`, `shelia.isby` (all `@conwayarkansas.gov`) — appears in any header field of any of the 389 `.msg` files. Two interpretations of the Council absence are consistent with the evidence and cannot be distinguished from headers alone: 1. **Honored but empty** — Vickers searched for Council member addresses and found none; the absence reflects the underlying email server rather than scope filtering. 2. **Not honored** — Vickers delivered only the narrow set he framed before the bounce, without re-running the search for Council correspondence. The Mayor's Office absence is similar but more striking, because Vickers's own narrative *promised* Mayor's-Office correspondence as part of the narrow set. The most parsimonious reading is that **CPD does not hold any Flock-related correspondence sent or received by the Mayor's Office** — but this is hypothesis, not finding. A CPD-side FOIA cannot produce emails that did not touch a CPD account; a Mayor's-Office-side FOIA (re-filing the cancelled `FOIA-2026-83` with the Clerk) would be the cleaner instrument for testing the hypothesis. ## Decision A supplemental FOIA is warranted and is being drafted in `_phase2_workdir/supplemental_foia_draft.md` for Joshua's review before send. The supplemental: 1. References the bounce explicitly (acknowledging that the original clarification reply did not reach Vickers). 2. Re-asserts the Council-mention scope and asks Vickers to confirm whether a search for Council member addresses returned zero results, or whether the search was not run. 3. Notes the Mayor's-Office gap and asks whether the Mayor's Office side of any Flock correspondence is held by CPD; if it is not, signals an intent to re-file with the Clerk's office. 4. Re-asserts Item 4 of the original request (asset-forfeiture authorization records) which filename inspection suggests was not addressed by the production. 5.
