# 2026-05 Conway PD PD-2026-477 Withholding Response
On 2026-05-22 the Conway Police Department completed FOIA production `PD-2026-477`, the supplemental to `PD-2026-354`. The production is, in substance, a withholding letter ([[Custodian Response Letter]]): of the twelve supplemental items (A–L), it produces four record categories (the Flock contract and Master Services Agreement, two invoices, a semi-annual LPR report, and a 2022 pre-Flock procurement estimate), withholds four **in full** (SharedNetworks/network-sharing snapshots, the full-life Federal Searches export, currently-enabled custom hot lists, and pre-April-2025 audit logs), and refers four (City Council records, Mayor's Office records, asset-forfeiture authorization through Council action, and DOT right-of-way permitting) to the City of Conway. The completion email states that "Sections A, B, C, & J will need to be handled by the Conway City Hall" (Gmail thread `19e4fe6bc7700b88`).
The event of record is a reversal of disclosure posture. The Conway PD records produced in `PD-2026-354` — the `SharedNetworks_2025_December_17.csv` network-sharing snapshot ([[SharedNetworks 2025-12-17 Snapshot]]), the `Federal Searches March 2026 to April 2026.csv` federal-search export ([[Federal Searches CSV]]), and thirteen monthly officer audit-log CSVs ([[Conway PD Audit Logs Series]]) — are, in `PD-2026-477`, withheld. The response letter applies a stated principle to that effect: "A prior production of a record or record category does not determine the Department's current legal review and does not waive statutory restrictions or exemptions applicable to captured plate data, LPR-derived data, investigative records, computer-system security information, personal contact information, or financial/payment information" ([[Custodian Response Letter]], p. 2). The letter grounds the withholdings in the [[Arkansas Automatic License Plate Reader System Act]] (Ark. Code Ann. §§ 12-12-1802, 12-12-1808) and three Arkansas FOIA exemptions (§ 25-19-105(b)(6), (b)(11), (b)(13)). It does not state why the posture changed; that the change occurred is on the record, and the reason is not.

## Significance
`PD-2026-354` is the production on which much of the wiki's Conway findings rest — the 1,384-organization sharing topology, the 5,929 federal-officer lookups in 51 days, the thirteen months of officer audit logs. `PD-2026-477` is the Department's response to a request to extend and complete that record, and its answer, for the operational categories, is withholding in full. The two productions, set side by side, are the wiki's anchor case for an agency producing surveillance-operations records once and then declining to produce the equivalents — with the Department's letter expressly stating that the earlier production does not waive the exemptions. The withheld categories (D, G, H, I) and the referred categories (A, B, C, J) are recorded as open follow-ups in `PLAN.md`.
