# City of Cabot
Municipal government in Lonoke County, Arkansas, and parent government of the [[Cabot Police Department]]. Cabot's productions show the City as contracting agency, purchaser, legislative authorizer, accounting custodian, and ARDOT permit holder for the police department's Flock and Axon camera programs.
## Roles in this corpus
- **Contracting and purchasing body.** City/department agreements document six initial Falcon cameras, two expansion cameras, and one Flex. A July 17, 2026 vendor-history report lists 17 Flock transactions totaling $110,020 across Police Department, District Court, and accounting categories ([[Cabot Flock Agreements and Purchase History]]).
- **Axon camera authorizer and payer.** The Council approved the underlying Axon camera program in 2022, ten additional in-car cameras in 2023, and five in-car cameras in 2024. The vendor ledger records a `$79,792.07` payment for the five-system 2024 acquisition on March 5, 2025 ([[Cabot Axon Vendor Ledger Resolutions and Grant Records]], pp. 1, 48–49, 75, 97–98, 110–112, 128–129).
- **State equipment-grant recipient.** DPS award `25PSEG010` allotted `$75,000` to Cabot Police Department for an in-car-camera bundle. Resolution 62 says the five-camera purchase would be funded primarily with a state grant, although the packet does not supply the award's payment trace ([[Cabot Axon Vendor Ledger Resolutions and Grant Records]], pp. 47–49, 160).
- **Permit holder.** ARDOT records identify the City of Cabot as permittee for P1753/SP-06-2023-0034 and P1772/SP-06-2024-0004 ([[Cabot ARDOT Permits and Deployment Plans]]).
- **FOIA government.** Sgt. [[Steven Elliott]] supplied the July 22 Drive folder from the police department. ## Notes
The Flock and Axon vendor ledgers are accounting records, not device inventories. Flock device count is reconciled independently through agreements and nine produced location screenshots; the Axon ledger confirms one five-system payment without establishing ALPR activation.
