# Rogers Police Department Municipal police department for Rogers, Arkansas, in Benton County, at 1905 S Dixieland Rd. Chief of Police: [[Jonathan Best]]. Its first production, delivered July 24, 2026, arrived two days after the City said the request appeared to seek many records that did not exist. A mailed two-PST communications production arrived August 12 and materially extended the record with implementation, policy, procurement, LPR-report, sharing, and operational correspondence ([[rogers-pd/2026-08-12-second-communications-production/_overview|Rogers Second Communications Production]]). ## The Real Time Information Center Policy 406.7 (effective 2026-04-14) establishes the RTIC "to provide timely and relevant information to support patrol and investigative units." It may "access, view, and store video evidence from public facing cameras owned, operate[d]" by the City, and directs personnel to "Access available PSCN Cameras, DFR Systems," and ALPR — three sensor streams under one roof. The signed ten-year Axon quote carries 150 Fusus Pro+ user licenses, 225 additional CCTV-stream licenses, integration hardware, and CAD (`Complete_with_Docusign_Rogers_-_Contract_(Ax.pdf`, PDF pp. 46, 48, 50-51). Later messages report **18 RPD camera streams online** by February 4, Phase 1 complete March 5, and accepted Active Call/AVL layers June 5 ([[Rogers Fusus Deployment and CAD Integrations]]). ## Drone First Responder The RTIC houses a **DFR Chief Pilot**, "a sworn (or civilian) RTIC Member," responsible for program upkeep, training, regulatory compliance, and "day to day DFR operations." The later production maps three current Skydio X10/dock sites and three proposed sites and records completed CAD-to-call operation (`Alan FOI Dunlap.pst/BMA Export/Unfiled/2195.eml`, attachments `DFR SITES_V2.kmz` and `Proposed DFR Sites.kmz`; `Alan FOI Dunlap 2.pst/BMA Export/Unfiled/4060.eml`, “fly directly to a call”). The policy record remains unresolved: multiple SOG 417.2 and 401.11 draft files culminate in a non-draft `401.11 Drone First Responder Program.docx` approved October 28, 2025 with a blank effective date ([[T057 - Rogers DFR Policy Version and Effective Date]]). This is the corpus's first documented DFR program. It names **Axon Draft One**, a "narrative generation tool powered by camera and audio" that "transcribes audio from body worn cameras and uses AI to produce police report narratives." Communications establish administrator-controlled eligibility and access, a June permission activation, scheduled multi-product training, and 95 distinct “Axon AI Fundamentals Featuring Draft One” certificates ([[Rogers Draft One Rollout and Training]]). They do not establish the number of generated narratives or their use in cases. ## Cameras - **263 Cisco Meraki cameras** across seventeen municipal sites, of which only 21 are at the police department. The remainder cover a library, an aquatic center, an activity center, an adult wellness center, three museums, city hall, a sports park, three fire stations, the street department, a recycling center, and a historic coach station ([[Rogers Meraki Camera Inventory]]). - **Ten Flock license plate readers** under a $30,000 twelve-month pilot ([[Rogers Flock LPR Pilot Procurement]]). - **Axon fixed and mobile ALPR.** The signed quote carries 110 Fleet 3 Advanced and ten Outpost bundles; five `P1957` Outpost sites were “all up and running” by May 29, 2026, and a separate five-Fleet-3 add-on was authorized May 17 for August delivery ([[Rogers Axon Outpost and Fleet 3 Records]]). - **Dedrone.** Radar panels were collecting data June 9 and Rogers accepted Axon Dedrone deployment services June 29 after documented commissioning problems ([[Rogers DFR and Dedrone Deployment]]). - **Private Donor Cameras** and a **Volunteer Registry** under Policy 406.4, with the policy declaring private donor video "not subject to public records requests." - Traffic cameras whose settings are "assigned by the Rogers Street Department." [[Arkansas Camera Map Data]] carries the Condor plan-sheet point plus the six DFR current/proposed placemarks. The Department's separate `LPR locations.pdf` remains a Google Earth screenshot with labels but no coordinate data. ## Sharing The native export dated 2026-07-10 lists **2,408 organizations** — Rogers sharing outward to **1,093** and receiving from **2,055**. It is the largest single-agency topology in the corpus. Five rows carry the `[Federal]` tag; the Quapaw Nation Marshals Service is a separate tribal law-enforcement row. The export establishes configuration, not use or relationship authorship. The December 11, 2025 snapshot lists 2,286 organizations, 905 outbound, 1,999 inbound, and 618 bilateral relationships.
