# Springdale Police Department Municipal police department for Springdale, Arkansas, at 201 Spring St. Springdale straddles the Washington–Benton county line, so its ALPR footprint appears in two ARDOT districts. Chief of Police: [[Derek Wright (Springdale Police Chief)]]. The Department's first production, `26-1034`, arrived 2026-07-24 and is the corpus's most complete single-agency ALPR picture: contract, permits, coordinates, statutory outcome data, and governing policy in one release. ## Two ALPR systems - **Axon Enterprise ALPR**, operated "through our fleet mobile video recording (MVR) program" — mobile, vehicle-mounted. Public usage page at `springdalepolicear.evidence.com/alpr/public/policy`. - **Flock Group stationary LPR**, first appearing in the July–December 2025 statutory report. Both are reported separately under § 12-12-1805 in [[Springdale Semiannual LPR Reports 2025-2026]]. ## The Flock platform Under the [[Springdale Flock Safety Agreement]]: **$177,600.00 annually**, 36-month initial and renewal terms, total contract billed at signing, 30-day retention. The configuration includes 10 LPRs, **12 Video Integration Gateways at 16 streams each**, 8 Condor PTZ cameras, 6 Community Partnership Video Cameras, Flock911, FreeForm with 10 integrated streams, a Traffic Analytics Package, and **Flock Nova with Customer Data and OSINT Data**. Hotlists named "RTCC Activity" and "RTIC Activity" appear in the statutory reports. No RTIC record, platform description, roster, or output has been produced. This is the corpus's clearest documented case of a real-time crime center owning an ALPR program, and the least documented such center. ## Hotlist governance Policy 10.14 § IV.D.3-4 permits any member to create a custom hotlist, share it with other authorized members, and manually remove entries when the member judges the law-enforcement interest ended. No approval, expiration, audit, or review attaches. The Department's own public report for January–June 2026 lists roughly thirty-two Flock custom hotlists, including bare numbers, three capitalizations of one shift name, "My hot list," and "church/sys." Sharing outward is stricter: another agency must submit a **Request for Information Form** to the RTIC so the request and dissemination "can be tracked and logged." ## Camera locations Nine Springdale coordinate records appear in [[Arkansas Camera Map Data]]: eight device-level plan points from the Department's own ARDOT permit packages, plus the statewide export row `AR-ARDOT-TCD-0474`, which this production identifies as Springdale's.
