# BLR To-Agency 12 CAR 150 Markup This markup records the CAR-format review that produced the March drafting branch. Its edits include title capitalization, definition syntax, explicit Arkansas Highway Police responsibility, numbered administrator duties, and a restructured extended-retention paragraph (`TO_AGENCY_12_CAR_150_-_License_Plate_Reader_Rules.pdf`, pp. 1-8; [[March 17 2026 Rule Draft Format Revision]]). The supplemental disposition workbook records four BLR questions at `Sheet1!C13:C16`. ARDOT declined to change the alert definition, modified the authorized-use and agency-identification provisions, and accepted the correction from § 12-12-1803 to § 12-12-1804 ([[July 10 2026 Public Comment Dispositions]], `Copy_of_LPR_Comments.7.10.26.xlsx`, `Sheet1!D13:E16`).
