# July 10 2026 Public Comment Dispositions This workbook converts ARDOT's earlier public-comment intake sheet into a decision record. `Sheet1` spans `A1:F16` with columns for rule section, subsection, submitted comment, ARDOT response, disposition, and commenter (`Copy_of_LPR_Comments.7.10.26.xlsx`, `Sheet1!A1:F16`). Package metadata identifies [[Gill Rogers]] as creator and [[James E. Patrick II]] as last modifier, with a July 9 print timestamp and July 10 modification timestamp (`docProps/core.xml`). Two additional rows continue the long opposition submission; they are not separate comments. ## ARDOT's responses ARDOT gave most citizen objections the same response: the ALPR Act was adopted in 2013, Act 668 of 2025 required Arkansas Highway Police rules, and the proposed rules were based on ASP's rules. It then recorded “No change to the proposed rule” (`Copy_of_LPR_Comments.7.10.26.xlsx`, `Sheet1!D2:E8`). The long submission's requests for a permit moratorium, federal-sharing restrictions, local data ownership, audits, and transparency likewise received the same response and no change (`Sheet1!C8:E10`; see [[Urgent Opposition Public Comment]]). The wiki omits commenter contact fields. Axon asked ARDOT to exempt publicly owned law-enforcement LPR equipment from the bonding requirements in §§ 91-504 and 91-505. ARDOT replied that any required bond protects restoration of Department right-of-way and made no change (`Copy_of_LPR_Comments.7.10.26.xlsx`, `Sheet1!C11:E12`; [[Axon Enterprise, Inc.]]). BLR's alert-definition question received no change because ARDOT wanted uniformity with ASP's definition (`Sheet1!C13:E13`). BLR's other three questions generated the exact July-draft edits: - “To reduce confusion, a clarification will be made here,” followed by a disposition referencing § 12-12-1803 (`Sheet1!D14:E14`). - “Modified - Clarified that the reference is to the Arkansas Highway Police” (`Sheet1!E15`). - “The citation was incorrect in the current rules of the Arkansas State Police ... The code citation should be Arkansas Code § 12-12-1804,” followed by “Accepted - Code citation corrected” (`Sheet1!D16:E16`). ## Change from the first-release workbook The earlier [[LPR Public Comments Spreadsheet]] used the headers “Identify change,” “Thoughts on proposed change,” and “Proposed solution”; its response fields were blank (`LPR_Comments_Spreadsheet.xlsx`, `Sheet1!A1:F14`). The supplement renames the fields to “Comment submitted,” “Response by ARDOT,” and “Accepted/ Modified/ No change” and fills the decisions (`Copy_of_LPR_Comments.7.10.26.xlsx`, `Sheet1!A1:F16`). The earlier workbook's § 150-103(a) row contained the unrelated phrase “Denial of future permits until past noncompliance is resolved” (`LPR_Comments_Spreadsheet.xlsx`, `Sheet1!C12`). The supplement replaces it with BLR's actual question about whether “legitimate law enforcement purposes” referred only to members' use and cites § 12-12-1803's permitted private uses (`Copy_of_LPR_Comments.7.10.26.xlsx`, `Sheet1!C14`). This is evidence of a corrected comment record, not merely an added response column. ## PII handling The commenter column contains citizen names and, for an organizational commenter, an email address. The wiki reports the substance and disposition without reproducing citizen contact information. ## Open questions / follow-ups - Whether these responses were sent to commenters or used only as an internal/legislative-review worksheet. - Whether an approval record exists for the disposition sheet.
