# July 7 2026 Post-Comment LPR Rules Draft
This tracked-revisions DOCX is the post-comment version of 12 CAR 150. Its package metadata identifies [[Robert Pruss]] as creator and [[Michelle Davenport]] as last modifier; the file was created July 7 and modified July 8, 2026 (`12_CAR_150_-_License_Plate_Reader_Rules.7.7.26.docx`, `docProps/core.xml`). Six July-dated revision elements appear in `word/document.xml`, including the text implementing each of the three disposition decisions.
## The three post-comment changes
1. **Authorized-use clarification.** Section 150-103(a) now states: “The use of LPR systems is restricted to the uses found under Arkansas Code § 12-12-1803.” The words “the uses” and the statutory reference are July 8 insertions attributed to Davenport (`12_CAR_150_-_License_Plate_Reader_Rules.7.7.26.docx`, ¶ P0044, `word/document.xml`). This implements the workbook's “Modified” disposition at `Sheet1!D14:E14` ([[July 10 2026 Public Comment Dispositions]]).
2. **Agency identification.** Section 150-103(d) now says the systems, databases, and data “are the property of the Arkansas Highway Police”; both the missing space after “Police” and the agency name replacing “the division” are July 8 insertions (`12_CAR_150_-_License_Plate_Reader_Rules.7.7.26.docx`, ¶ P0047). This implements `Sheet1!D15:E15`.
3. **Sharing cross-reference.** Section 150-104(b) now limits sharing as outlined in the rule and “Arkansas Code § 12-12-1804.” The tracked revision changes only the final digit, from `3` to `4` (`12_CAR_150_-_License_Plate_Reader_Rules.7.7.26.docx`, ¶ P0057). ARDOT's workbook says the § 12-12-1803 citation was incorrect and that the error also appeared in the current ASP rule (`Copy_of_LPR_Comments.7.10.26.xlsx`, `Sheet1!D16:E16`).
## Evidence of decision-making
The tracked revision timestamps line up with the completed disposition sheet: Davenport inserted the authorized-use language at 14:09-14:10 UTC, the Arkansas Highway Police identification at 13:29 and 14:10 UTC, and the corrected final digit at 14:14 UTC on July 8 (`12_CAR_150_-_License_Plate_Reader_Rules.7.7.26.docx`, `word/document.xml`, revision IDs 140, 141, 153, 157, and 191). The evidence shows implementation sequence; it does not establish who approved the policy choices.
