# March 17 2026 Rule Draft Format Revision This same-named DOCX is not the file delivered in the first release. The first-release copy is 32,015 bytes with SHA-256 `5C438CD0A7713D3464728D8A4402A169AB53E09B4DD9F2568C2DE5978C86B319`; this supplemental copy is 26,652 bytes with SHA-256 `68D116709501B3117494FBD5AE6395F8176D2B51852FB763B23660B768C7DA94`. Package metadata identifies [[Robert Pruss]] as creator and [[Michelle Davenport]] as last modifier, with a March 17 modification date (`12_CAR_150_-_License_Plate_Reader_Rules.docx`, `docProps/core.xml`). ## Differences from the first-release same-named DOCX The supplement carries extensive March 17 legal-format edits rather than a byte-level repackaging: - The title becomes “License Plate Reader Rules”; “visual and/or auditory” becomes “visual, auditory, or both”; and several definitions are rewritten for CAR style and grammar (`12_CAR_150_-_License_Plate_Reader_Rules.docx`, ¶¶ P0001, P0007-P0010, P0040). - “the division” becomes “the Arkansas Highway Police” in the ownership clause (`12_CAR_150_-_License_Plate_Reader_Rules.docx`, ¶ P0046).
