# Sherwood Highway 107 Permit P1871 P1871 is the TCD permit for two Highway 107 sites. The form reads “PERMIT NO: 1871 Date Issued: 4/30/2025” and is issued “To: Sherwood” (`P1871...signed.pdf`, p. 1). The approved points are: | Current site | Plan label and corridor | Direction | Route / section / log mile | Exact coordinate | Citation | |---:|---|---|---|---|---| | 13 | #05, Highway 107 in front of The Greens at North Hills | Northbound | 107 / 1 / 3.814 | `34.82173110, -92.23136950` | `P1871...signed.pdf`, p. 8 | | 14 | #06, Highway 107 near Taco Bell and North Hills Boulevard | Southbound | 107 / 1 / 3.682 | `34.82041424, -92.23297640` | same file, p. 9 | One later OCR rendering gives site 14's longitude as `-92.23237640`. The signed plan, earlier plan, and embedded coordinate block converge on `-92.23297640`; the wiki therefore uses that value and preserves the OCR discrepancy rather than treating both as distinct physical revisions. District special permit SP-06-2025-0017 is dated May 12, 2025 (`SP-06-2025-0017...Approval_Signed_Updated.pdf`, p. 1, “May 12, 2025” and “Permit No. 1871”). The City-signed completion form on page 6 bears a handwritten June 11, 2025 completion date. The form itself says, “Upon the completion of the permitted work, sign and return this sheet to our office.” No final-inspection or final-acceptance record appears in the production. ## Chronology anomaly On February 2, 2026, a Flock start-work notice said: “Please accept this email as our start work notice for Locations 1, 3 and 4 under Permit: 1871 to install 2 ALPR devices,” with work forecast for Friday, February 13 (`FW__Pre-Con_Email.pdf`, p. 1). That notice postdates the June 2025 completion form by almost eight months. The record does not explain whether it concerned reinstallation, replacement, delayed work at a subset of locations, or an erroneous completion date. See [[T009 - Sherwood ALPR Completion and Installation Chronology]]. ## Stage finding The evidence establishes permit issuance, special-permit execution, a City completion representation, and a later start-work notice. It does not establish ARDOT final inspection, final acceptance, uninterrupted operation, or which precise work the two completion communications described.
