# Sherwood Landers Warden and Wildwood Applications This grouped source covers three current Sherwood inventory sites whose jurisdictional and permit histories diverge. ## Landers Road — P1855 The TCD form identifies P1855, issued March 10, 2025 to Sherwood for “Installation of ALPR: Hwy 67, Sec 112, LM 1.712” (`P1855...Pending_Mayor_s_signature.pdf`, p. 1). The three P1855 packets are byte-identical and remain labeled pending the Mayor's signature; no signed City agreement or District special permit appears in the production. ARDOT later described the physical work as preceding the special permit. On December 18, 2025, its permit officer wrote, “This one has been completed without an approved special permit” and instructed staff to prepare one “to document this work” (`Emails.pdf`, p. 5). On January 12, 2026, ARDOT reiterated: “this is a permit to document the work already completed” (same page). A February 3, 2026 message still sought the required City and Flock signatures. This is current Sherwood site 9, Landers Road near Tractor Supply (`00496518_SHERWOOD_PD_01102025.pdf`, p. 5, “#01 LANDERS RD @ TRACTOR SUPPLY NB”). The P1855 plan fixes the northbound proposed/installed-work point at **`34.80420882391625, -92.21140889133817`**, Route 67 section 112 log mile 1.712 (`P1855...Pending_Mayor_s_signature.pdf`, pp. 1, 7). The later “work already completed” correspondence makes this stronger than a proposal-only coordinate, while still not substituting for a final inspection or as-built survey. ## Warden Road at Saltgrass The January plan packet included a second proposed site, “#02 WARDEN RD @ SALTGRASS STEAKHOUSE SB” (`00496518_SHERWOOD_PD_01102025.pdf`, p. 6). On March 4, 2025, Flock told ARDOT that after moving the site for clear-zone requirements, “it's no longer in ARDOT ROW and does not need a permit. I've removed it from the plan set” (`Emails.pdf`, p. 8). It remains current Sherwood inventory site 11, but the ARDOT record does not establish a state permit or installation date. The coordinate history is: earlier proposal **`34.81258258284904, -92.20503191404423`** (`00496518_SHERWOOD_PD_03082024__1_.pdf`, p. 6); last produced plan point **`34.8125528560012, -92.20503771441946`** (`00496518_SHERWOOD_PD_01102025.pdf`, p. 6); and ARDOT's existing-utility-pole candidate **`34.81256, -92.20504`** (`Emails.pdf`, p. 8 / extracted line 242). Because the site was then moved outside state right-of-way, none is labeled as a confirmed current as-built coordinate. ## Wildwood Avenue Case 670439's plans label the permitting jurisdiction “CITY OF SHERWOOD” (`00670439_SHERWOOD_PD_11052024_-_TSMO_Reviewed_03-06-2024.pdf`, pp. 1, 4) and identify the westbound Wildwood/Warden site on page 4. ARDOT later recorded that the camera had been revised out of state right-of-way and “doesn't need to be reviewed any longer and it can be closed out” (`Emails.pdf`, p. 51). It corresponds to current Sherwood inventory site 10. The production contains no City permit. The earlier westbound point is **`34.81440980926092, -92.20397645818575`** (`00670439_SHERWOOD_PD_11052024_-_TSMO_Reviewed_03-06-2024.pdf`, p. 4). The revised municipal-jurisdiction drawing materially shifts it to **`34.8144251811452, -92.2053886700444`** (`00670439_SHERWOOD_PD_2172025.pdf`, p. 4). The later point is the best produced plan coordinate, not proof of an as-built survey. ## Open questions - Was P1855 eventually countersigned and paired with a District special permit, and was there a final inspection or acceptance? - What City records authorize the Warden and Wildwood sites outside ARDOT right-of-way? - When were the three devices installed and placed into operational use?
