# Sherwood Permit Completion and Inspection Correspondence This source groups correspondence that distinguishes permit approval, installation notice, City completion representation, final inspection, and final acceptance. The stages do not collapse into one operational date. ## P1855 — work preceded special permit On December 18, 2025, ARDOT wrote: “This one has been completed without an approved special permit. The production contains the P1855 TCD form pending the Mayor's signature but no issued District special permit or final acceptance. ## P1871 — completion form precedes start-work notice The signed SP-06-2025-0017 completion form bears a June 11, 2025 date ([[Sherwood Highway 107 Permit P1871]], `SP-06-2025-0017...Approval_Signed_Updated.pdf`, p. 6). On February 2, 2026, Flock sent a “start work notice” under P1871 “to install 2 ALPR devices,” forecast for February 13 (`FW__Pre-Con_Email.pdf`, p. 1). No produced record explains the sequence or supplies final inspection/acceptance. ## April 2026 — subject and attachment identify different permits An April 23 email is titled “Flock Safety / ARDOT: Work Complete (Permit SP-06-2025-0017)” and says, “the work associated with the attached permit has been completed and is ready for inspection” (`Emails.pdf`, p. 2). The May 6 follow-up instead attaches `P1915 - CO1...Signed (1).pdf` and asks Sherwood to “sign page 13” (`Emails.pdf`, p. 1). P1915's special-permit completion field remains blank. The record does not establish whether the subject was stale, the wrong permit was attached, or multiple sites were being closed out together. ## Final-inspection gap The permit plans require the permittee to notify ARDOT of completion and request “A FINAL INSPECTION AND A NOTICE OF FINAL ACCEPTANCE” (`SP-06-2025-0017_City_of_Sherwwod_Flock.pdf`, p. 18). No final-inspection report or notice of final acceptance for P1871 or P1888 appears in the production, and no completion date appears for P1915.
