# Statewide Traffic Control Devices Export `TrafficControlDevices.csv` is a 506-data-row, 60-column export of ARDOT traffic-control-device points. Every row has `TCD_Type_Int=3`; 433 rows contain a permit number and 73 do not. **111 rows are reproduced below** following the 2026-07-24 completeness audit and the 2026-08-05 Van Buren crosswalk. The file's own fields include signals and traffic-device attributes unrelated to ALPR, so it is not a clean or demonstrably complete statewide ALPR-permit index. A field-by-field audit nevertheless identifies **59 rows with explicit ALPR, LPR, license-plate, or Flock text** (including URL-decoded permit filenames) plus **21 otherwise-unlabeled rows tied to independently verified Conway P1948, Sherwood P1871/P1888/P1915, and Van Buren P1866/P1876 ALPR permits**: **80 positive/crosswalk rows at 79 unique normalized points**. ## Camera rows the file's ALPR/Flock text does not reach The export labels its camera rows inconsistently. The labelling problem is set out at [[T027 - Rogers ARDOT Permit Rows in Research Versus Corpus]]. *Erratum, 2026-07-24: an earlier version of this page reproduced only the ALPR/Flock-keyword rows.* Two Rogers permit groups remain excluded on the record: `P1854` (4 rows) and `P1918` (1 row) carry no camera text, no description, no comments, and no crosswalk, so they do not meet this page's inclusion rule. The `AXON Outpost` rows are the corpus's first ARDOT-permitted **Axon** fixed-camera sites, distinct from its Flock, ELSAG, and SkyCop footprints. One source artefact is preserved rather than corrected: line 84 spells the county `Mississppi` where lines 85 to 88 spell it `Mississippi`. The jurisdiction is Osceola in all five. ## Agency resolution from an agency production (2026-07-24) Export row **474**, permit `P1991`, was carried with the agency field reading "Agency not identified in export." Springdale PD's own production `26-1034` supplies the matching permit package, placing device **P#023** under the same permit, section, and log mile roughly **1.3 metres** from the export coordinate. Row 474 is therefore **Springdale Police Department**, Flock Safety equipment, and the map records it as such alongside the agency's device-level value as a variant pair. This is the first anonymous export row resolved by an agency's own records, and it is the method available for the remaining Flock-labeled rows whose operator the export does not name. ## Agency resolution from the Van Buren production (2026-08-05) Van Buren PD's own permit packet supplies the missing camera classification for export rows **163**, **194**, and **195**. Permit 1866 identifies Main Street at 8th Street as an ALPR location; Permit 1876 identifies Highway 59 South at River Road and Highway 162 at 46th Street as two new LPR-camera locations. The permit number, route, section, log mile, and city fields match the three export rows ([[Van Buren ARDOT Flock Permits 1866 and 1876]], `ARDOT Flock Permit Paperwork.pdf`, pp. 1, 4, 27, 30). Rows 194 and 195 now form two source-variant pairs with the device-level Flock plan values on page 17. The map preserves the GIS and plan strings separately. Row 163 has no device-level plan coordinate in the produced packet and remains a single GIS/export record. ## Exact ALPR-positive and permit-crosswalk coordinates The table below reproduces every positive or independently crosswalked point, not just Sherwood. Coordinates are normalized to **latitude, longitude** without rounding. The export is internally inconsistent about axis order: earlier rows place longitude in `POINT_X` and latitude in `POINT_Y`, while later rows reverse those fields. The normalization preserves the exact cell strings and determines order only from Arkansas geographic bounds. An entry means only that this ARDOT export contains a point tied by explicit text or a verified permit crosswalk to an ALPR record. The export therefore establishes that ARDOT's dataset contains those permit/location points; it does not establish installation, inspection, acceptance, or operational use. ## Coverage limits > [!contradiction] > CSV line 428 labels Jonesboro permit P1969 `Flock; Pend Sign` at `35.864412999999999, -90.614227000000000`. Jonesboro's later agency production contains a City-signed completion return dated 2026-04-16 for the same permit and location ([[Jonesboro ARDOT ALPR Permit Packets P1881 P1889 P1967 P1969 P1982]], `ARDOT 1969.pdf`, pp. 1, 5). The records may reflect different workflow stages or a stale export field; neither establishes ARDOT inspection, acceptance, or present operation. See [[T038 - Jonesboro P1969 Completion Return vs Pending-Sign Export]]. P1855 is absent from the CSV, despite the separate P1855 form in this production. A decoded, field-by-field ALPR/Flock scan identifies 59 explicit rows statewide, but the Sherwood and Van Buren crosswalk rows contain neither keyword. The independent P1948/P1871/P1888/P1915/P1866/P1876 crosswalk adds 21 known ALPR rows. Even after the 2026-08-05 Van Buren reconciliation took the reproduced table to 111 rows, the keyword-plus-crosswalk identification behind the current 80 is not a completeness claim: P1855 proves that valid ALPR permits can be absent, and other unlabeled rows cannot be classified without their underlying permit files.
