# ARDOT L000259 Sherwood ALPR Permit Production
ARDOT released GOV.QA `L000259-071526` on July 15, 2026. The 55-file production contains 54 PDFs and one CSV totaling 384,615,862 bytes: statewide traffic-control-device point data, Sherwood permit applications and stage variants, issued permits, plans, and permit correspondence. The raw manifest contains 55 files and has deterministic manifest SHA-256 `b451c02a11bb654487bb15576a147b88c6c6864b55ff033682251cf8094b5ede` (`_phase0_workdir/ardot-l000259-sherwood-alpr-permits-2026-07-15-raw-inventory.json`).

The fourth City/Mayor letter is byte-distinct but has the same normalized text and rendered substance. `00496518...STAMPED` is an earlier 12-page preliminary packet, while the later file is a 13-page revision. Pending, signed, special-permit, completion, and change-order files are retained as stages rather than collapsed. `1105497_-_Signed_docs.pdf` and `CORRECTED_-_1105497_-_Signed_docs.pdf` have the same 22-page terms except for the rendered acknowledgement on page 3; the corrected variant substitutes the Flock representative's acknowledgement/date for the City's. The wiki does not reproduce signatures.
Three Jacksonville case-767333 files are unrelated to Sherwood. They remain in the immutable production and are treated as nonresponsive Jacksonville evidence, not Sherwood evidence. The two plan points recovered from them are separately labeled in [[Arkansas ALPR Camera Coordinates and Directional Nomenclature]]: F#003 Military Road/Murrell Taylor Drive westbound at `34.852116, -92.089328`, and F#008 John Harden Drive/Vandenberg Boulevard southbound at `34.8869652566246, -92.1081030523267`.
## Key takeaways
The production supports four issued Sherwood TCD-permit rows in the CSV: P1871 twice, P1888 once, and P1915 once ([[Statewide Traffic Control Devices Export]], `TrafficControlDevices.csv`, lines 192-193, 237, 267). P1855 is absent from that export even though a dated P1855 TCD form appears elsewhere in the production ([[Sherwood Landers Warden and Wildwood Applications]], `P1855...Pending_Mayor_s_signature.pdf`, p. 1, “PERMIT NO: 1855 Date Issued: 3/10/2025”).
The file distinguishes approval from installation and closeout. P1871 and P1888 have City-signed completion forms, but no produced final-inspection or final-acceptance record. P1915's completion field is blank. P1855 was described by ARDOT as work already completed without an approved special permit (`Emails.pdf`, p. 5, “This one has been completed without an approved special permit”).
The production also restores exact coordinate and directional evidence: eleven of Sherwood's fifteen July 2026 current-inventory sites can be crosswalked to at least one engineering/proposal point; several have earlier or revised coordinate variants; and a separate historical Highway 107 application at log mile 11.419 cannot be merged with current site 15 at log mile 9.941. [[Sherwood Flock Camera Locations]] preserves the site-level version register, while [[Statewide Traffic Control Devices Export]] publishes all 77 ALPR-positive or permit-crosswalk rows at 76 unique normalized points found in the 506-row CSV.
## Open questions / follow-ups
- Obtain ARDOT's authoritative ALPR-specific permit index or query methodology; this CSV is a broader TCD point export and does not demonstrate statewide completeness.
- Obtain final-inspection and final-acceptance records for P1871 and P1888, and completion/inspection records for P1915.
- Resolve whether P1855 ever received a signed City agreement and District special permit, or was otherwise regularized after installation.
- Reconcile P1871's June 2025 completion form with the February 2026 installation notice.
- Resolve the April 2026 “Work Complete” subject naming SP-06-2025-0017 while the follow-up attaches P1915 CO1.
## PII and infrastructure-location handling
The wiki intentionally publishes exact fixed-camera coordinates, corridor and travel-direction nomenclature, route/section/log-mile references, site labels, case numbers, and permit numbers where the Tier-1 record supplies them. These are documentary facts about public surveillance infrastructure, and revision history is retained so a proposal point is not misrepresented as a confirmed as-built point. The wiki continues to omit private contact details, signatures, civilian residential locator addresses, plate data, requester information, and unrelated personal identifiers.
