# ASP Statewide ALPR Data Reports 2025-2026 Five quarterly reports titled **"ARKANSAS STATE POLICE ALPR DATA REPORT / ALPR SYSTEM ACT,"** produced by Tess Bradford on 2026-07-24 in response to the Item-3 cure. These are the § 12-12-1805 statistical compilations for the state's own ALPR operation, and they are the first agency-wide outcome data in the corpus. The set is continuous from **May 2025 through June 2026**, fourteen months: | Report file | Period | Note | |---|---|---| | `LPR Report May 2025- June 2025 Revised 7.23.26.pdf` | May–Jun 2025 | **Revised 2026-07-23** | | `LPR Report July 2025- September 2025 Revised 7.23.26.pdf` | Jul–Sep 2025 | **Revised 2026-07-23** | | `LPR Report October 2025- December 2025.pdf` | Oct–Dec 2025 | | | `LPR Report January 2026- March 2026.pdf` | Jan–Mar 2026 | | | `LPR Report April 2026-June 2026.pdf` | Apr–Jun 2026 | | ## What the reports record Each month reports: plates scanned; NCIC/PRISM query reads, cross searches, and convoy searches; a "Plates Ran Against Lists Report" count; confirmed matches; matches that "upon further investigation did not correlate to an alert (Misidentification)"; and matches resulting in arrest and prosecution. | Month | Plates scanned | Confirmed | Misidentification | Arrest + prosecution | |---|---:|---:|---:|---:| | May 2025 | 1,796,900 | 10 | 36 | 0 | | Jun 2025 | 3,108,713 | 1 | 75 | 0 | | Jul 2025 | 3,418,684 | 0 | 11 | 0 | | Aug 2025 | 3,507,299 | 1 | 198 | 1 | | Sep 2025 | 4,703,251 | 0 | 146 | 0 | | Oct 2025 | 4,341,492 | 0 | 102 | 0 | | Nov 2025 | 5,717,083 | 0 | 6 | 0 | | Dec 2025 | 5,223,021 | 0 | 2 | 0 | | Jan 2026 | 3,991,771 | 0 | 21 | 0 | | Feb 2026 | 3,963,119 | 0 | 54 | 0 | | Mar 2026 | 6,069,545 | 7 | 55 | 0 | | Apr 2026 | 6,128,983 | 20 | 109 | 0 | | May 2026 | 4,968,583 | 11 | 59 | 3 | | Jun 2026 | 4,860,535 | 4 | 45 | 1 | | **Total** | **61,798,979** | **54** | **919** | **5** | Also across the fourteen months: **62,428** NCIC/PRISM query reads, **47** cross searches, **668** convoy searches, and **37,554** plates run against lists. ## Aggregate findings (computed from the produced tables) - **61,798,979 plates scanned** by the state police in fourteen months. - **Misidentifications outstrip confirmed matches by roughly 17 to 1** (919 against 54). - **Five arrests and prosecutions** in total, one for approximately every **12.4 million plates scanned**. - **Seven of fourteen months recorded zero confirmed matches**; eleven of fourteen recorded zero arrests. - Within the 37,554 plates run against lists, confirmed matches are **0.144%** and misidentifications **2.45%**. - Monthly scan volume roughly **tripled** across the period, from 1.80 million in May 2025 to a peak of 6.13 million in April 2026. These are the agency's own published statutory figures, not an outside estimate. They bear directly on ALPR Error Layers and Outcome Measurement. ## Two anomalies on the face of the record **The revisions.** Two of the five reports are titled "Revised 7.23.26" — revised the day before they were produced to this investigation, and covering the two oldest periods in the set. The reports do not state what was revised or why, and no superseded version is produced. See T024 - ASP Revised ALPR Reports and the May 2025 Query-Read Anomaly. **The May 2025 zeros.** The May 2025 page reports **Query Reads: 0, Cross Search: 0, Convoy Search: 0** while simultaneously reporting 1,796,900 plates scanned, 2,078 plates run against lists, 10 confirmed matches, and 36 misidentifications. Confirmed matches without any recorded query activity is internally inconsistent on the face of the document. May 2025 is inside one of the two revised reports. ## Cross-references - Production overview - Arkansas State Police; Tess Bradford; Jesi Feld - Arkansas Automatic License Plate Reader System Act; ALPR Alert Verification - ATLAS (Arkansas Plate-Query System); ACIC NCIC Hot-List Feed ## Open questions / follow-ups - What was revised in the two reports marked "Revised 7.23.26," and what the superseded figures were. - Why May 2025 records zero query reads alongside ten confirmed matches. - What "PRISM" denotes; the reports mark it with an asterisk but the produced pages carry no legend. - Whether reports exist for periods before May 2025; the ALPR System Act predates this set, and the production is described as covering "the life of the ASP's LPR program." - Whether the misidentification figure counts distinct plates or alert events; Springdale's reports distinguish raw and unique counts and ASP's do not.
