All three use vendor number `100117086`, outline agreement `4600050074`, and the 4RE product family.
## PO 4502139928 - March 22, 2023
The order is for ASP Fleet vehicle equipping under PR `1000966533` and WatchGuard quote `1946069`. It lists a 4RE HD DVR Gen 2 with 200GB HDD, Bluetooth HiFi microphone equipment, 4RE remote displays, front panoramic cameras, and warranty (`raw/arkansas-state-police/2026-07-31-motorola-watchguard-fiscal/4502139928.pdf`, pp. 1-2, `"4RE, HD DVR, GEN 2, 200GB HDD"`; `"BLUETOOTH HIFI MICROPHONE"`; `"4RE REMOTE DISPLAY CONTROL PANEL GEN 4.1"`).
The order uses lump-sum `ZLS` lines rather than an on-face device quantity. A red `GRANT` stamp appears on page 1; the record does not name the grant program or funding source.

## PO 4502204877 - March 6, 2024
The next order changes the printed vendor name to Motorola Solutions while retaining vendor number `100117086`, outline agreement `4600050074`, and the same 4RE architecture. It lists fifty 4RE Gen 2 DVRs, installation kits, remote displays, front and infrared cameras, microphones, cables, brackets, three-year warranty, and VideoManager EL annual licensing/support (`raw/arkansas-state-police/2026-07-31-motorola-watchguard-fiscal/4502204877.pdf`, pp. 1-3, `"4RE, HD DVR, GEN 2, 200GB HDD"`; `"VIDEOMANAGER EL, IN-CAR VIDEO SYSTEM ANNUAL LICENSE & SUPPORT FEE"`).
The order totals `$264,500.00` net and `$286,472.21` including tax (`4502204877.pdf`, p. 3, `"Net Value $ 264,500.00"`; `"Total net item value USD including tax $ 286,472.21"`).

> PO `4502204877` is dated `03/06/2024`, gives a delivery date of `04/30/2024`, and says it is subject to cancellation if not delivered and invoiced by June 14, 2024. The purchasing-officer line is handwritten `3/24/25` (`4502204877.pdf`, p. 1). The record does not explain whether that later date is approval, certification, scanning, correction, or another fiscal action. ## What the sequence establishes
- The two expressly quantified orders document 100 4RE systems across the November 2023 and March 2024 orders. The March 2023 lump-sum order is not added to that device count.
