# Benton Police Department First Production
The frozen package contains sixteen agency records: fifteen PDFs and one native CSV. The linked release arrived in the existing request thread on 2026-08-13; the transmittal invokes limits around captured plate data but does not state that every requested category is complete or supply an itemized withholding log (Gmail thread `19f904f79dee8e61`). A requester-generated `FOIA request.pdf` was correspondence and is not part of the production.
## What's inside
- [[Benton Flock Audit and User Export 2025-2026]] - 4,659 audit rows across nine partial monthly exports and an 84-account user/role export.
- [[Benton SharedNetworks July 2026]] - an 855-organization configuration snapshot.
- [[Benton Flock Contract and Deployment Records]] - three nonbinding proposals, an invoice, and June-July 2026 deployment correspondence.
- [[Benton Body and Vehicle Camera Policy and Inventories]] - Policy 902, a 90-row vehicle list, and a lifecycle-heavy 448-row camera/accessory export.
- [[Benton July 2026 LPR Report and Camera Maps]] - statutory-style monthly figures and ten facility/site layouts.
## Key takeaways
1. The audit files begin on 2025-11-01 even though the request sought retained records beginning 2025-01-01, and the March file ends on 2026-03-12 ([[Benton Flock Audit and User Export 2025-2026]]).
2. The sharing CSV contains 855 organization rows, with 785 populated inbound and 123 populated outbound configurations; those directions are settings, not proof of searches or transfers (`SharedNetworks_2026_July_30.csv`, header and full table).
3. `FLOCK contract.pdf` mixes proposals, an invoice, and deployment messages. Its 2025 proposal prints an expiration date before its creation date, and none of the invoices proves payment ([[Benton Flock Contract and Deployment Records]]).
4. Policy 902 requires recording across a broad set of encounters and sets 100-year, two-year, and one-year retention categories (`902 Body Worn and Vehicle Mounted Cameras 2020.pdf`, pp. 2, 4).
5. The July report gives 460,895 scanned plates, eight confirmed matches, zero non-alert matches, and one arrest/prosecution result (`LPR STATISTICAL REPORT (July 26).pdf`, p. 1).
## Production integrity
All sixteen agency files were staged without filename changes and have immutable text/native extraction companions. Archive, path, hash, Defender, PDF, CSV, rendering, and active-content checks passed. Reproducible intake records are under `_phase0_workdir/foia-intake-2026-08-17/`.
## Open questions / follow-ups
- Audit records for January-October 2025 and March 13-31, 2026, or a category-specific explanation for their absence.
- A final contract/order and payment record distinguishing proposed, ordered, installed, validated, and paid configurations.
- A native active-device inventory and lifecycle history rather than a mixed asset export.
- Installation/acceptance evidence for the facility maps and deployment points.
- A final category-by-category disposition.
