One copy has ARDOT's signature but no applicant signature; a second carries the applicant signature dated July 24, 2025 (`P1899...Pending Mayor's signature .pdf`, pp. 1-2; `Signed by Mayor 07-24-2025.pdf`, pp. 1-2). The August 18 approval package includes the permit, conditions, plans, statutory extracts, and a blank completion form (`SP-06-2025-0031 City of Bryant- Flock Signed Approved (2).pdf`, 42 pages).
