# Bryant Flock Procurement Contract and Payment
Bryant's procurement set documents the progression from a March budgetary quote to an April executed order and a May invoice.
## Quote and executed order
The March 19 quote proposes nine Flock LPRs, a twelve-month initial subscription, thirty-day retention, `$27,750` for year one, and `$27,000` annually after year one (`Quote_Bryant PD LPR 03-19-2025.pdf`, pp. 1-2).
The executed order repeats:
- `"Initial Term: 12 Months"`;
- `"Renewal Term: 24 Months"`;
- `"Retention Period: 30 Days"`;
- nine `"Flock Safety LPR, fka Falcon"` units;
- `"Subtotal Year 1: $27,750.00"`; and
- `"Annual Recurring Subtotal: $27,000.00"` (`Signed Agreement AR_-_Bryant_PD_-_Law_Enforcement_Agreement_-_.pdf`, p. 2).
It automatically renews unless either party gives at least thirty days' non-renewal notice (p. 2). Bryant and Flock signed on April 30, 2025 (p. 5).
## Incorporated terms and invoice
The signature page incorporates Flock's online Terms of Service by URL, but no copy of those terms appears in the production (agreement, p. 5).
Invoice `INV-63783`, dated May 2, 2025, totals `$27,824.06` including tax (`Flock Safety_INV-63783_2025-05-02.pdf`, p. 1).
## Budget packet limitation
The April packet contains a proposed resolution whose face says `"PASSED AND APPROVED this 29th day of April, 2025"` and includes a `$27,750` line for `"Flock LPR Cameras"`. The resolution-number field and signature lines are blank (`resolution_2025-17_budget_adjustment_april_2025.pdf`, pp. 1-2). The filename does not independently prove that `2025-17` was the completed resolution number or that those pages were executed.
## Vendor-description conflict
The same production includes a sole-source letter saying Flock can `"detect persons, animals, vehicles, and other cars"` and a pitch page saying `"No people"` and `"No facial recognition"` ([[T051 - Flock Person-Detection Sole-Source Claim vs No-People Pitch Claim]]).
