# Cabot Semiannual LPR Reports
The production contains seven reports Cabot prepared under Policy 305.1's six-month public-reporting rule. They cover January 2022 through June 2025 and expose both operational figures and material limits in the reporting process.

The last column preserves differences in what Cabot counted. The July-December 2024 report's 24 "hits" are not presented as a clean arrest-and-prosecution count; the source says they resulted in "multiple arrest, vehicles recovered and missing persons located" (p. 1).
## Data-loss disclosures
The reports show that semiannual totals were reconstructed from a short-retention platform rather than a durable statistical ledger:
- The July-December 2022 report says October data "had already purged from the system before it could be collected" and that Flock data "is not stored permanently" (`2022 Report July-December.pdf`, p. 1).
- The January-June 2023 report says March 6-April 20 was not counted because the preparer "did not download them in time before the system dropped the data" (`2023 Jan-June LPR Report.pdf`, p. 1).
- The January-June 2025 report says camera #7 was down almost a month and camera #1 had been down since May 14 (`Flock report Jan-June 2025.pdf`, p. 1).
These disclosures mean the scan totals are reported figures with known coverage gaps, not complete counts of every plate captured during each period.
## Mobile Axon integration and discontinuation
The July-December 2023 report says all 370 non-correlating matches came from "Mobile AXON LPR's" and that Flock produced zero false hits (`2023 LPR Letter to the Chief (July to December).pdf`, p. 1). The January-June 2024 report attributes 762 of 763 non-correlating matches to Mobile Axon and one wrong-state read to Flock (`2024 LPR Chief Letter January to June.pdf`, p. 1).
By January-June 2025, Cabot wrote:
> "Numbers are different than the last report due to no longer being integrated with Axon LPR. They were inaccurate and provided almost all false hits." (`Flock report Jan-June 2025.pdf`, p. 1).
This establishes a Cabot Mobile Axon LPR integration during at least part of 2023-2024 and its discontinuation by the first half of 2025. The production contains no Axon contract, trial instrument, device/vehicle inventory, integration configuration, termination record, or underlying alert-level dataset. The reports therefore establish Cabot's characterization of the integration's results, not an independently calculated product error rate.
## 2024 accuracy tension
The January-June 2024 report says, internally inconsistently, "During the second half of 2024, to include the months of January through June" and prints 7,365,404 scans (`2024 LPR Chief Letter January to June.pdf`, p. 1). The July-December 2024 report prints the exact same 7,365,404 total (`Flock Audit 2nd half 2024.pdf`, p. 1). Different alert and outcome figures show the reports are not exact duplicates, but no underlying spreadsheet or version history identifies whether the repeated scan total is correct. ## Missing underlying and later records
The 2023-2024 reports say all statistical spreadsheets are stored electronically in a CID Admin folder; the 2025 report points to a Command Staff statistics/LPR folder. Most of those spreadsheets were not produced. No July-December 2025 report appears, and no January-June 2026 report appears. The record does not establish whether the latter had been completed by the response date, but Policy 305.1's reporting and 18-month-preservation rule makes both categories appropriate follow-up targets.
