# Conway PD Audit Logs Series Thirteen monthly Flock audit-log CSVs spanning **April 1, 2025 – April 21, 2026** — roughly 13 months of Conway-officer-internal Flock searches across the deployment's operational lifetime. Each row is one search event: who searched (officer name, where not redacted), against what scope (networks + devices count), for what license plate, citing what reason. Together the 13 files document **~10,389 individual Conway-officer searches**. The audit logs are Item 3 of the original FOIA's central deliverable on usage and policy compliance. ## What's inside **Per-month row counts (Conway-officer searches):** | Period | File | Rows | Cols | Redaction Suffix | |---|---|---:|---:|---| | Apr 2025 | `4_1_2025-4_30_2025-Conway AR PD-Audit - Redacted.csv` | 37 | 14 | yes | | May 2025 | `5_1_2025-5_31_2025-Conway AR PD-Audit - Redacted.csv` | 52 | 14 | yes | | Jun 2025 | `6_1_2025-6_30_2025-Conway AR PD-Audit - Redacted.csv` | 470 | 14 | yes | | Jul 2025 | `7_1_2025-7_31_2025-Conway AR PD-Audit - Redacted.csv` | 1,321 | 14 | yes | | Aug 2025 | `8_1_2025-8_31_2025-Conway AR PD-Audit - Redacted.csv` | 1,207 | 14 | yes | | Sep 2025 | `9_1_2025-9_30_2025-Conway AR PD-Audit - Redacted.csv` | 1,112 | 14 | yes | | Oct 2025 | `10_1_2025-10_31_2025-Conway AR PD-Audit - Redacted.csv` | 1,321 | 14 | yes | | Nov 2025 | `11_1_2025-11_30_2025-Conway AR PD-Audit (2) - Redacted.csv` | 701 | 14 | yes | | Dec 1–17 2025 | `12_1_2025-12_17_2025-Conway AR PD-Audit (1) - Redacted.csv` | 454 | 14 | yes (pre-cutover) | | Jan 2026 | `1_1_2026-1_31_2026-Conway AR PD-Audit - Redacted.csv` | 1,308 | **13** | yes (post-cutover) | | Feb 2026 | `2_1_2026-2_28_2026-Conway AR PD-Audit - Redacted.csv` | 574 | **13** | yes | | Mar 2026 | `3_1_2026-3_31_2026-Conway AR PD-Audit.csv` | 854 | **13** | **no suffix** | | Apr 1–21 2026 | `4_1_2026-4_21_2026-Conway AR PD-Audit.csv` | 980 | **13** | **no suffix** | | **Total** | | **10,391** | | | **Pre-cutover schema (14 cols, Apr 2025 – Dec 17 2025):** `ID, Name, Org Name, Total Networks Searched, Total Devices Searched, Time Frame, License Plate, Reason, Case #, Filters, Search Time, Search Type, Text Prompt, Moderation`. **Post-cutover schema (13 cols, Jan 2026 onward):** one column removed in the 2025-12-17 platform change. Closer inspection is needed to identify which column was dropped (provisionally one of `Text Prompt` or `Moderation`). **Sample row** (verbatim, from `8_1_2025...`, with PII represented as redacted out of caution per AGENTS.md surveillance handling rules — Joshua may consult the raw file for plate-level values): > `3c5468bc-d334-4968-aa70-e6be47cf1832, Phillip Boyd, Conway AR PD, 1, 9, 08/22/2025 09:30:28 PM UTC / 08/23/2025 09:30:28 PM UTC, [plate redacted in wiki], Stolen vehicle, , arkansas, 08/23/2025 09:30:29 PM UTC, lookup, , ` ## Key takeaways - **Volume:** ~10,389 Conway-officer searches across 13 months = ~800/month average. Spikes in July, August, and October 2025 (>1,200 each); declines in February 2026 (574). The system is active and routinely queried — the LPR Report's claim of "6,316,810 plate reads / 2,007 hits" (see [[LPR Report First Half 2025]]) is the *read*-side activity; this audit-log series is the *search*-side activity. - **The 2025-12-17 platform cutover dropped one schema column.** Pre-cutover: 14 columns ending in `Search Time, Search Type, Text Prompt, Moderation`. Post-cutover: 13 columns. The `12_1_2025-12_17_2025` file uses the pre-cutover schema; the `1_1_2026-1_31_2026` file uses the post-cutover schema. The corresponding email — `Important Update to Flock Audit Logs to Protect Officer Safety Active Investigations.msg` — is in the production and confirms which column was removed and the stated rationale ("Officer Safety / Active Investigations"). - **Redaction is inconsistent.** The pre-cutover files all carry `- Redacted` in the filename and have officer-name fields redacted *for most rows* but **not all** — the `Phillip Boyd` row in the August 2025 sample above is an officer name visible in a "Redacted" file. License plates are uniformly *not* redacted even where filenames say "Redacted." The March 2026 and April 2026 files do not carry the `- Redacted` suffix at all. **Interpretation**: "Redacted" appears to mean "we ran the file through a redaction pass" rather than "all PII removed." For surveillance-investigation handling purposes (AGENTS.md), the wiki treats all 13 files as containing unredacted PII (officer names + plates) and does not republish values from them. - **`Reason` field is officer-supplied free text.** Sampled values include "Stolen vehicle" (consistent with policy), "Inv" (short for investigation), and presumably many others. The Reason field is the only check on the legitimacy-of-purpose requirement embedded in CPD Policy 800-32 ("evidence of an offense is indicated") and in CJIS-compliance norms. An analysis of the distribution of Reason values would test policy adherence. - **`Total Networks Searched` is a per-query value.** Inspection of the August 2025 file shows values like `1, 1010, 1010, …` — the smallest value indicates an officer searching only their own local network; values approaching the full Conway network size indicate cross-network searches across the [[SharedNetworks 2025-12-17 Snapshot]]'s 1,384 organizations. The mix is itself data: how often Conway officers are using Flock as a local-cameras tool versus a nationwide-network tool. - **`Total Devices Searched` is the camera-count denominator.** Values up to **18,279** observed — that is, a single officer query against ~18K cameras. This is the practical reach of the Flock network from a Conway officer's workstation. - **`Filters` field occasionally contains `arkansas`** — a state-scoping filter. When used, it limits the search to Arkansas-tagged networks. Absent that filter, the search defaults to the full reachable network. ## People and orgs mentioned - *Officer-level entity pages NOT created from this file* — surveillance-PII handling. The officers appearing in audit-log "Name" fields are Conway PD personnel acting in their professional capacity; per AGENTS.md the wiki does not turn audit-log rows into per-officer pages. - [[Conway Police Department]] — the agency whose 138-sworn workforce generated these searches. - [[Flock Safety, Inc.]] — platform operator. ## Concepts invoked - [[Flock Audit Logs and Retention]] - [[CPD Policy 800-32 — License Plate Reader Vehicle Operations]] — Section D.3 limits LPR access to authorized members for criminal-justice purposes; this audit-log series is the documentary check on that limit. - [[Hot List]] - [[Surveillance Data Sharing — Default-On Posture]] ## Events documented - [[2025-12-17 Flock Platform Cutover]] — audit-log schema change, same date as the [[SharedNetworks 2025-12-17 Snapshot]] export. ## Cross-references - [[Federal Searches CSV]] — the federal-officer-side parallel to this internal-officer file. Conway-officer searches go here; federal-officer searches go in the Federal Searches export. - [[SharedNetworks 2025-12-17 Snapshot]] — the topology of organizations these searches can reach. - [[LPR Report First Half 2025]] — the policy-mandated semi-annual summary. - [[Audit-System Policy Emails (Aug 2025 - Apr 2026)]] — the source page covering Flock's 2025-12-12 "Important Update to Flock Audit Logs" announcement and the December 17 platform-change rationale. ## Open questions / follow-ups 1. **Schema column dropped at cutover.** Identify which of `Text Prompt` or `Moderation` was removed by inspecting the post-cutover files' headers. 2. **Reason-field analytics.** Distribution of `Reason` values across all 10,391 searches; what fraction maps to policy-compliant predicates vs. open-ended values like "Inv" or "Other"? Remains an open analytic question. 3. **Officer-level concentration.** Without re-publishing names, the question of whether searches concentrate among a few power-users (consistent with narcotics-investigative use) or distribute broadly is testable. Remains an open analytic question. 4. **Pre-April 2025 data.** The earliest audit log is April 2025. The Flock deployment began January 2025 (post-onboarding); cameras were activating during winter/early-spring 2025. The Jan–March 2025 audit logs are absent — likely because no cameras were live to search yet, but worth confirming with a supplemental. ## Notes > [!important] PII / surveillance handling > These files contain visible license-plate values across all 13 months and partially-redacted officer names. Per AGENTS.md, the wiki cites the files structurally (counts, schema, dates) but does not reproduce plate values or officer-name values from rows. The raw files remain in `raw/conway-pd/PD-2026-354/` for direct inspection.
