A **point-in-time export** (2025-12-17, the date of the Flock platform cutover) of every organization row carrying at least one sharing direction involving Conway PD. **1,384 organizations** appear in the snapshot. The file establishes the tenant-visible *topology*; it does not identify who configured each direction. The [[Federal Searches CSV]] separately establishes selected federal-tagged *activity*. Both copies in the production are byte-identical at 63,170 bytes.

- **Wright Patterson AFB is a notable federal entity** — the relationship exists per this snapshot, but Wright Patterson is not a searching `Org Name` in the [[Federal Searches CSV]] for March–April 2026. That absence does not establish inactivity because the search file does not identify the networks swept by another organization's query. Why an Ohio Air Force base has a Flock-network relationship with an Arkansas municipal PD is an open question.
- **The "Searcy AR PD (Falcon Flex)" entry** shows that Flock's network supports a separate product variant — "Falcon Flex" — that is shareable into Conway's standard Falcon network. This implies cross-product interoperability in the Flock platform.
- **The snapshot is a single point-in-time view (2025-12-17).** It is not a time series. The 12/17/2025 date is the same day Flock executed a platform change that cut the audit-log column count from 14 to 13 (see [[Conway PD Audit Logs Series]]). Whether the snapshot was generated as part of the cutover or independently is not known from this file alone.

## Open questions / follow-ups
1. **The two copies are byte-identical.** Why were both delivered in the production? Inspect filenames for any clue (one has `(1)` suffix typical of Outlook auto-deduplication). Verify sha256 match (already implied by identical bytes).
2. **Configuration history.** Who or what action created each direction, and what approval applied? The export has no actor or history field. Tenant configuration logs and product documentation are needed.
3. **No textual MOUs.** The corpus does not surface any signed data-sharing agreements with any of these 1,384 organizations. Whether such agreements exist at the Flock-platform level or solely at the toggle-in-admin-UI level is the platform-design question.
4. **Time-series question.** A snapshot at 2025-12-17 leaves open whether the network was smaller or larger before or after. Supplemental FOIA: request a snapshot at the most recent date and at the time of contract execution for comparison.
