A **point-in-time export** (2025-12-17, the date of the Flock platform cutover) of every organization in the Flock network that has a data-sharing relationship with Conway PD. **1,384 organizations** appear in the snapshot. The file establishes the *topology* of the data-sharing network as Conway PD configured it; the [[Federal Searches CSV]] establishes the *activity* across that topology. Both copies in the production are byte-identical at 63,170 bytes.

Wright Patterson is the Air Force Research Laboratory's home base and hosts the Air Force's Office of Special Investigations (AFOSI). Why an Ohio Air Force base has a Flock-network relationship with an Arkansas municipal PD is an open question.
- **The "Searcy AR PD (Falcon Flex)" entry** shows that Flock's network supports a separate product variant — "Falcon Flex" — that is shareable into Conway's standard Falcon network. This implies cross-product interoperability in the Flock platform.
- **The snapshot is a single point-in-time view (2025-12-17).** It is not a time series. Whether the snapshot was generated as part of the cutover or independently is not known from this file alone.

## Open questions / follow-ups
1. **The two copies are byte-identical.** Why were both delivered in the production? Inspect filenames for any clue (one has `(1)` suffix typical of Outlook auto-deduplication). Verify sha256 match (already implied by identical bytes).
2. **Configuring administrator.** Who turned on each relationship — Burningham, Harris, or a default-on Flock setting? A closer review of the administrative emails may surface the relevant `.msg` configuration messages.
3. **No textual MOUs.** The corpus does not surface any signed data-sharing agreements with any of these 1,384 organizations. Whether such agreements exist at the Flock-platform level or solely at the toggle-in-admin-UI level is the platform-design question.
4. **Time-series question.** A snapshot at 2025-12-17 leaves open whether the network was smaller or larger before or after. Supplemental FOIA: request a snapshot at the most recent date and at the time of contract execution for comparison.
