# Conway PD `PD-2026-477` — Production Overview The Conway Police Department's response to Joshua Dunlap's 2026-05-19 supplemental Arkansas FOIA request — the twelve-item (A–L) supplement to `PD-2026-354`, which asked the Department to clarify and complete the original Flock Safety production. The response, completed 2026-05-22, is in substance a **withholding letter**: it produces the Flock contract, the Master Services Agreement, two invoices, a semi-annual LPR report, and a 2022 pre-Flock procurement estimate; it withholds the network-sharing, federal-search, hot-list, and pre-April-2025 audit-log categories **in full**; and it refers the City Council, Mayor's Office, and DOT-permitting items to the City of Conway. Records the Department **produced** in `PD-2026-354` are, in `PD-2026-477`, **withheld** — and the Department's letter states that a prior production "does not waive" the exemptions. The response letter does not state why the posture changed; that the change occurred is on the record, and the reason is not. The facts are set out below; the Department's own letter carries the weight. The Department's response letter ([[Custodian Response Letter]]) opens by stating that some records are produced, some are not in CPD's custody, and "[o]ther requested records are withheld because they contain, reveal, or are derived from captured plate data, individual automatic license plate reader system activity, undisclosed law-enforcement investigations of suspected criminal activity, computer-system access controls, network permissions, system configuration, security-related information, or personal contact or financial information" ([[Custodian Response Letter]], p. 1). No license-plate numbers or residential addresses appear in readable text in this production. ## Open questions / follow-ups 1. **The withheld categories (D, G, H, I) — appeal denied on substance.** SharedNetworks/network-sharing snapshots, the full-life Federal Searches export, currently-enabled custom hot lists, and pre-April-2025 audit logs were withheld in full on 2026-05-22, and Joshua's 2026-05-22 17:52 appeal was denied on substance by the [[Custodian Response on Appeal]] dated 2026-05-27 / transmitted 2026-05-28. The Department maintains all four withholdings and concurrently requests an Arkansas Attorney General opinion on the underlying legal questions. The next procedural step under § 25-19-107(a)(1)(A) is a circuit-court action; filing is a decision for Joshua.
