The matching quote plus issued purchase order establish the acquisition; the file does not contain a later invoice, payment, delivery, acceptance, inventory, or flight record. ## Skydio proposal Q-34217 Skydio proposal `Q-34217`, prepared by [[Austin Worth]] on 2025-03-03, lists [[Shaun Roach]] as the HSPD order, billing, and shipping contact. Although page 20 carries boilerplate that the order "has been executed," its Skydio and customer signature/date fields are blank; only Roach's typed name and title appear.
