# Hot Springs Flock Quote and Procurement Negotiation This 25-page scan combines Flock quote `Q-162122` with a September-November 2025 email chain. The quote proposes ten solar LPR-and-fixed-video units, but repeatedly identifies itself as non-binding and does not contain an execution signature page. ## Quote terms The cover gives a 2025-11-14 creation date and 2025-11-28 expiration date (`Flock Safety Contract.pdf`, p. 1). The pricing page describes: - a 12-month subscription term; - 30-day retention; - ten `Flock Safety Solar Multi-Purpose LPR and Video Fixed w/ LTE` units; - a $35,000 year-one and recurring subtotal after a $9,000 discount; and - annual billing at first-camera validation (p. 2). The document states: > "Budgetary Quote" and "This is not an invoice - this document is a non-binding proposal for informational purposes only. Pricing is subject to change." (`Flock Safety Contract.pdf`, p. 2.) This source therefore establishes proposed scope and pricing, not an executed contract, payment, installation, activation, or current service. ## Three-year to one-year negotiation Chief [[Billy Hrvatin]] explained that the proposed three-year value exceeded the approval threshold available to him and the City Manager: > "The three-year term makes the contract amount over mine or my city manager's ability to execute ... the $105,000 contract has to go to our board for approval." (`Flock Safety Contract.pdf`, p. 7.) [[Jason Lanthier]] responded that Flock defaulted contracts to three years both because agencies preferred not to return to council after one year and because: > "longer terms are favorable to the business when reporting finances." (`Flock Safety Contract.pdf`, p. 6.) Flock approved a 12-month term. Lanthier later wrote that "Approval has been received for the 12 month term" (p. 5). An earlier message characterized the attachment as "a copy of the contract that would eventually be sent for E-Signature" (p. 7). No later e-signed counterpart appears in the production. ## Quoted capabilities The product description includes: - LPR plus live-streamed fixed video; - Community Network Access; - state and nationwide plate lookup; - access requests to other law-enforcement agencies' devices; - time-and-location and plate-history searches; - Vehicle Fingerprint search; - user/network audits, plate-read and hot-list reports, event logs, and outcome reports; - NCIC alerts; and - unlimited custom hot lists (`Flock Safety Contract.pdf`, p. 4). These are capabilities in a proposal. The document does not establish which features, if any, were licensed, enabled, or used in a Hot Springs tenant. ## Deployment-plan references The chain says Flock and HSPD held a mapping session and repeatedly directs recipients to a linked "Deployment Plan" for locations and fields of capture (pp. 8, 12-13).
