# Hot Springs P1977 Flock Camera Plan
The 25-page P1977 packet contains an ARDOT permit form, an April 6 City Manager request letter, and a ten-site Flock engineering plan stamped `APPROVED AS NOTED` on 2026-04-15. It is the production's strongest location evidence, but the plan labels the equipment **proposed** and the permit copy lacks the applicant signature required by its own work-authorization sentence.

Every row lists the product as `LPR + Video` (p. 5). The individual site sheets label the hardware "PROPOSED EQUIPMENT" and cover P#002 through P#012 on pages 8-17. These points are therefore compiled as **final engineering-plan records**, not as as-built or current-inventory records.
## Permit status
The permit was issued 2026-04-15 for:
> "Installation of 10 ALPRs in Hot Springs" on Highways 70, 270, and 7 (`P1977...pdf`, p. 1).
Its agreement page says:
> "The Applicant may proceed with work in accordance with the approved plans and specifications when both parties sign this Permit & Agreement." (`P1977...pdf`, p. 2.)
On the produced copy, the applicant signature and date lines are blank. ARDOT TSMO Division Head [[Joseph D. Hawkins]] signed the Department side on 2026-04-16 (p. 2). No District special permit, preconstruction record, completion notice, inspection, final acceptance, as-built, activation, or current-status record appears in this production.
## City procurement assertion
City Manager [[Bill Burrough]] wrote:
> "The city of Hot Springs has purchased several 'LPR/PTZ' cameras to be installed on State Highways around the city." (`P1977...pdf`, p. 3.)
The same letter says the cameras and data would be used by HSPD to investigate crimes and invokes Ark. Code Ann. section 12-12-1803 (p. 3). The statement establishes the City's representation to ARDOT; without the underlying executed purchase, payment, delivery, installation, acceptance, or activation records, it does not independently establish those lifecycle steps.
## Plan-to-GIS variants
ARDOT's statewide traffic-control-device export contains ten P1977 rows at nearby but non-identical coordinates. The plan-to-GIS separations range from approximately 0.56 to 5.52 meters. Both source values are retained in [[Arkansas Camera Map Data]] rather than averaged or silently merged.
