# Hot Springs Vigilant Agreements and Legacy ALPR Three PDFs document Hot Springs' 2021 work with [[Vigilant Solutions, LLC]] and its Arkansas reseller. They establish an agency-side Standard LPR selection, named LEARN contacts, and a proposed six-key L5Q package, while leaving vendor execution, payments, renewals, terminations, and current operation unresolved. ## Vetted sole-source letter The March 18, 2021 letter from Vigilant sales manager [[Greg Skelly]] states: > "Vetted Security Solution (Vetted) is the only designated certified reseller for Vigilant Solutions' LPR Hardware for State and Local Governments in the State of Arkansas." (`VETTED- SOLE SOURCE.pdf`, p. 1.) It adds that Vetted "can be viewed as a sole source provider" (p. 1). This is a vendor sales representation, not an independent public-body finding or a produced procurement determination. ## May 2021 Enterprise Service Agreement The 17-page form is dated May 4, 2021 and identifies HSPD as the affiliate (`VIGILANT Enterprise Service Agreement (ESA).pdf`, p. 1). Page 6 marks the **Standard LPR Service Package**, which includes the Basic package plus CarDetector Mobile Hit Hunter and Vigilant's Mobile Companion application. The separate Intelligence-Led Policing/facial-recognition package is not selected (p. 6). The data-sharing clause says: > "Affiliate at its option may share its LEA LPR Data and or LEA Booking Images with similarly situated LEAs who contract with Vigilant to access LEARN." (`VIGILANT Enterprise Service Agreement (ESA).pdf`, p. 5.) The signature page bears Captain [[Jeff Michau]]'s HSPD signature and date `5-4-21`; the Vigilant date and signature lines are blank (p. 11). The produced copy therefore shows agency-side execution but not a fully countersigned agreement. The contact worksheet names Michau, [[Kristin Brown]], and [[Chris Hays]] in program, supervisory, or financial roles (p. 12). Their work contact details are not republished here. ## July 2021 L5Q form The L5Q form is dated July 6, 2021 and names HSPD as the affiliate (`VIGILANT Enterprise Service Agreement (ESA) - L5Q.pdf`, p. 1). It specifies: - a hosted LEARN account; - CarDetector Mobile Hit Hunter; - Mobile Companion; - LEARN, CarDetector, and TAS licensing; - `$250.00` annual fee per L5Q camera-license key; - an optional `$900.00` annual data plan per L5Q camera; and - `6` L5Q keys as of the effective date (p. 6). The signature page identifies Vigilant representative [[Bill Quinlan]] and HSPD Captain [[Jeff Michau]], but both parties' signature and date lines are blank (p. 9). The contact worksheet names [[Kristin Brown]], Michau, [[Jessica Burks]], and [[Chris Hays]] in operational, supervisory, financial, or technical-support roles (p. 10). ## Evidence boundaries - The selected Standard package is evidence of the service configuration HSPD sought or accepted on its side; the missing Vigilant signature prevents this copy from proving complete execution. - The unselected ILP/facial-recognition boilerplate is **not** evidence that HSPD used facial recognition. - The six L5Q keys are a form quantity, not a current camera inventory. - The produced forms do not show invoices, payments, renewals, current retention configuration, sharing partners, searches, audits, termination, replacement, or migration to Flock. ## Open questions - Does a fully countersigned May or July 2021 agreement exist? - Were six L5Q keys issued, paid, installed, and renewed? - What LEARN sharing, retention, access, and audit records were generated or retained? - When, if at all, did HSPD terminate or replace Vigilant service?
