# Jacksonville ARDOT Permit 1916 and SP-06-2026-0005 Three files document Jacksonville's right-of-way permitting for two Flock sites: a signed traffic-control-device permit page, the mayor's permit request, and a special-permit packet covering the two coordinates. ## TCD Permit 1916 `ARdot traffic control device permit.pdf` is an isolated page labeled `Page 2 of 2`. It states that work may proceed "when both parties sign this Permit & Agreement" and identifies Permit No. 1916. [[Joseph D. Hawkins]], ARDOT TSMO Division Head, signed the Department side on 2025-09-11; the Jacksonville applicant side was signed on 2025-10-15 (p. 1 of the produced file). The package does not include the form's first page, approved site plans, preconstruction record, inspection, or closeout for this TCD permit. ## Mayor's request In a 2025-12-23 letter, [[Jeff Elmore]] says Jacksonville "has purchased several 'LPR/PTZ' cameras to be installed on State Highways around the city" and asks ARDOT to issue a permit for the locations in attached site plans (`Flock letter Mayor.pdf`, p. 1). The letter calls the systems local law-enforcement investigative tools; the produced one-page file does not include the referenced plans. ## Special permit SP-06-2026-0005 ARDOT's 2026-02-03 letter says: > "Your request to install ALPRs in the Department's right-of-way (ROW) in Pulaski County is hereby granted with the following conditions" (`permit hwy 294.pdf`, p. 1). It also says, "Please sign as acknowledge by and return for approval" (p. 3). The acknowledgement/approval lines on page 4 and the `Date Complete` field on page 6 are blank. The current Flock location export lists F#003 and F#008 at higher-precision near-matching coordinates, but no produced inspection, acceptance, closeout, or relocation record explains the step from permit to current inventory. ## Evidence stages The map preserves each source value separately: - the 2025 proposal-plan coordinates produced earlier by ARDOT; - the truncated 2026 special-permit coordinates; and - the higher-precision current Flock tenant coordinates. No values are averaged or silently substituted. ## Open questions / follow-ups - The missing first page and approved plans for TCD Permit 1916. - Signed acknowledgement/approval, construction notice, installation, inspection, acceptance, completion, bond release, relocation, and current-status records for `SP-06-2026-0005`. - The permission record previously requested for F#003's placement outside Jacksonville city limits. - Whether the permit was renewed, superseded, closed, or remains open before its 2027-02-03 expiration.
