# Jacksonville Flock Compliance Analytics and Outcomes
The supplement contains one DOCX styled as an Arkansas statutory compliance log, three Flock dashboard PDFs, and a native outcome CSV. They do not share a visible common reporting-period field and cannot be silently merged.
## Unsigned statutory-report template
`Arkansas ALPR Statistical Compliance Log (AR Code 12-12-1805).docx` gives:
- `"Total Number of License Plates Scanned | 6,478,446"` (section 2).
- `NCIC Hot List | 2640 | 0 | Not Documented` for confirmed matches, non-correlated alerts, and arrests/prosecutions (section 4).
- Zero confirmed matches for the ACIC, local-department, and other-authorized-exchange rows (section 4).
The January-June and July-December reporting-term boxes are both unchecked. The compilation date, public-availability date, authorized-supervisor signature, title/rank, and signed date are blank (sections 1 and 5). The document therefore preserves entered figures inside an unfinished template; it does not establish a completed, signed, or publicly issued six-month report.
The DOCX also appends Policy 10-28. That policy text matches the first production's policy and does not turn the blank attestation fields into a signature.
## Scan and hot-list dashboards
`Flock - Analytics.pdf` displays 1,535,124 for the selected period and 7,756,225 year-to-date, printed on 2026-07-29 at 10:25 (`Flock - Analytics.pdf`, p. 1). The visible chart runs across dates from 2026-06-29 through 2026-07-22, but the selected-period boundary label is not visible.
`Flock - Analytics hotlist hits.pdf` displays:

These are exact dashboard labels and values (`Flock - Analytics hotlist hits.pdf`, p. 1). They are alert counts, not confirmed matches, unique plates, stops, arrests, or prosecutions.
## Outcome dashboard and CSV
`Flock - Analytics Outcome.pdf` defines a success as `"an arrest, lead, warrant, or stop occurring that has been explicitly associated with a hit on a Flock device"` and displays nine total successes, four vehicles recovered, nine cases cleared, and $5,000 of property recovered (p. 1).
`Outcomes_July_29_2026.csv` contains fifteen outcome rows spanning 2023 through 2026. Full-file aggregation yields 14 arrests, four vehicles, one gun, two drug outcomes, and $5,000 in property. The CSV is a row-level historical export; the PDF is a filtered dashboard snapshot. Without a shared period/filter definition, the different totals do not establish a contradiction.
## Evidence boundary
None of these artifacts supplies a common denominator linking a scan to a read, alert, visual verification, confirmed match, search, stop, arrest, prosecution, or duplicate-adjusted outcome. They therefore support documentary counts at named layers, not a system accuracy or enforcement-conversion rate.
