Ordinance 1717, adopted 2023-01-05, states that competitive bidding is waived and authorizes contracting with Vigilant Solutions for `$48,555`, plus applicable taxes (same file, p. 11). The purchase order's higher total is consistent with the attached tax-bearing quote; the record should not substitute the ordinance's pre-tax authorization for the final PO amount. Its own text says, `"This is not an invoice - this document is a non-binding proposal for providing informational purposes only"` (`Scan_2026_07_30_13_07_15_339.pdf`, pp. 9-10).
