# North Little Rock Policy Directive 25-25
The two-page directive sets NLRPD's operating rules for fixed and mobile license-plate readers. Page 1 says it is effective December 7, 2021 and replaces the March 1, 2014 version; page 2 instead carries an effective date of December 3, 2021 (`PD 25-25 License Plate Reader.pdf`, pp. 1-2, headers "Effective: 12/07/2021" and "Effective: 12/03/2021"). The two copies in the production are byte-identical.
## Operations and verification
- Only department-owned or department-provided systems may be used, and only trained members may operate them (`PD 25-25 License Plate Reader.pdf`, p. 1, §§ 1.1-1.2, "Only authorized LPR systems owned or provided by the Department will be used").
- On a hit, the operator must visually verify the displayed letters, numbers, state, and other available information before acting (`PD 25-25 License Plate Reader.pdf`, pp. 1-2, §§ 3.2-3.2.1, "visually verify the displayed information matches the subject license plate").
## Retention, access, and sharing
- Routine LPR data is kept no longer than 150 days on mobile readers, fixed readers, or the server and is then automatically purged (`PD 25-25 License Plate Reader.pdf`, p. 2, § 4.1.1, "maintained no longer than 150 days").
- A hit tied to enforcement, investigation, or prosecution is added to the case file and retained until no longer needed; investigation data not resulting in charges is destroyed at the investigation's conclusion, while criminal-action data is destroyed after that action ends (`PD 25-25 License Plate Reader.pdf`, p. 2, §§ 4.1.1.1-4.1.1.2).
- Server access is limited to criminal-justice reasons and users authorized by the chief or designee who have credentials (`PD 25-25 License Plate Reader.pdf`, p. 2, § 4.3, "accessed for criminal justice reasons only").
- Department-captured LPR data may be shared with other law-enforcement agencies "if evidence of an offense is indicated" (`PD 25-25 License Plate Reader.pdf`, p. 2, § 4.4).
## Public reporting requirements
The patrol commander or designee must compile a public report every six months and keep it in Patrol Administration for eighteen months. For every list comparison, the report must provide:
1. "The number of confirmed matches";
2. "The number of matches that upon further investigation did not correlate to an alert"; and
3. "The number of matches that resulted in arrest and prosecution."
