# ACIN Governance Board and Controlled Repository This cluster covers the governance copies of `GOV-101` and `GOV-102`, plus `GOV-003_Master_Controlled_Repository_Index_BOARD_READY.pdf` and `GOV-004_Master_Controlled_Repository_Index_v1.pdf`. The `GOV-101` and `GOV-102` copies in `Briefing-Reports` are byte-identical to their `Governance` copies. ## April kickoff model The kickoff packet distinguishes an initial host-agency structure from a future formal board: - The Sixth Judicial District Prosecuting Attorney's Office administers the system until a tentative September 2026 transition (p. 2). - The initial Phase 1 group is an "informal advisory group" with "[n]o formal voting required during initial deployment" (p. 4). - An interlocal agreement and cooperative governmental entity are targeted for September 2026 (p. 3). - The future board is to use "One Agency (providing data) = One Vote," with the executive director serving as a nonvoting operational lead (p. 5). - Formal governance, voting, and full board authority are placed in a May-September 2026 or post-September transition (pp. 7-8). The April kickoff packet calls the current participants informal, says no vote is required during initial deployment, and targets formal governance for later in 2026 (`GOV-102_ACIN_Governance_Board_Kickoff_Packet_2026-04.pdf`, pp. 3-5, 7-8). See [[T031 - ACIN Board Approval Claims vs Future Formal Governance]]. ## Evaluation framework `GOV-101_ACIN_Evaluation_Framework_and_KPIs_2026-04-08.pdf` establishes proposed measures for data quality, system use, investigative value, security, training, and public reporting. It calls for quarterly and monthly measurement and a quarterly transparency dashboard (pp. 1-5). Blank approval fields remain in the document. The framework establishes planned metrics; it does not contain completed KPI results or a published dashboard. ## Controlled repository The three-page board-ready index, effective June 2026, says the board is approval authority and the executive director administers version control. Several listed records do not appear as separately identifiable documents in the final package, including the ACIN Playbook and Strategic Plan. Other listed subjects occur only as parts of the large manual or grant binder. The package therefore does not reproduce the complete controlled repository it identifies. `GOV-004_Master_Controlled_Repository_Index_v1.pdf` is a shorter one-page version 1 index without the twelve-record table. ## Open questions / follow-ups - Produce the executed interlocal agreement, board roster, appointments, agendas, notices, minutes, votes, and bylaws-adoption record. - Identify which composition and voting model controls. - Produce every current document listed in `GOV-003`, including the playbook and strategic plan. - Produce the version history, approval date, and approving authority for each controlled document. - Produce completed KPI reports and the transparency dashboard.
