`BRF-202_ACIN_Project_Evolution_Origin_2025-09-30.pdf` says that in November 2023, Chief Deputy Prosecuting Attorney [[Kelly Ward]] approached then-LRPD Major [[Casey P. Clark]] about a collaborative public-safety initiative. It says Clark presented a formalized concept in January 2024 first to LRPD Chief [[Heath Helton]], then to Ward and Prosecuting Attorney [[Will Jones]] (p. 1, "In November 2023"; "By January 2024, Clark presented the concept").
The same page says the initial Central Arkansas Criminal Intelligence Network envisioned "a shared, cloud-based platform" giving officers and investigators "real-time access to pooled data across multiple jurisdictions" (p. 1). It attributes the expansion from CACIN to statewide ACIN to the recurring problem of siloed RMS and forensic systems.
