# ACIN Proposed Federal Grant and Budget The eight-record `Budget (Not Approved))` folder and the duplicate `GRN-101` copy in `Briefing-Reports` document an ACIN application, proposed budget, state-clearinghouse review, and compiled planning binder. They do **not** contain a DOJ award instrument or approved final budget. ## File inventory - `BUD-001_Award_Notification_Form_REDACTED.pdf` — partly completed state notification form whose heading says to return it only after approval. - `BUD-002_Grant_Package_SUBMITTED.pdf` — JustGrants application export certified 2026-06-08. - `BUD-003_Grant_Package_DRAFT_2026-06-05.pdf` — earlier application export. - `BUD-004_FY2026_TEP_24-Month_Budget_v3.1_PROPOSED.pdf` — proposed 24-month budget. - `GRN-101_Combined_ACIN_Master_Grant_REDACTED.pdf` — 161-page compilation; the `Briefing-Reports` copy is byte-identical. - `GRN-201_State_Clearinghouse_Signoff_Email_REDACTED_2026-07-06.eml` — signoff transmittal with two attachments. - `GRN-202_Arkansas_State_Clearinghouse_Signoff_Letter_2026-07-06.pdf` — no-adverse-comment letter. - `GRN-203_State_Clearinghouse_Blank_Award_Notification_Form.pdf` — blank award-notification form. The two EML attachments match `GRN-202` and `GRN-203` byte-for-byte. ## Submitted application `BUD-002` identifies a **$5,464,816** federal share, no non-federal share, and proposed performance from 2026-01-26 through 2028-01-26 (p. 1). Its certification timestamp is 2026-06-08 12:15 p.m. (p. 3). The staffing plan proposes an executive director, three crime-intelligence analyst/investigator positions, and a staff attorney (pp. 1-2). These are budgeted positions, not employment records. ## Eight-dollar mismatch The same budget says the revised structure allocates the "full $5,464,808 request" while repeatedly stating the request is $5,464,816 (pp. 1, 3). The displayed component amounts also sum to **$5,464,808**, an $8 difference from the stated federal request. `BUD-001` likewise prints $5,464,808. The record does not reconcile the difference. ## Clearinghouse record The July 6 clearinghouse letter says no adverse comments were received and directs the applicant to submit the SF-424, letter, and attachments to the funding agency. It adds: "If a Grant Award is received," notify the clearinghouse (`GRN-202_Arkansas_State_Clearinghouse_Signoff_Letter_2026-07-06.pdf`, p. 1). The accompanying email is more explicit: > "When funds are received, please complete, and return" the award-notification form. "If funds were not received, please disregard" it. It also says, "Your application is incomplete" and requests the SF-424, budget narrative, and project narrative in one PDF (`GRN-201_State_Clearinghouse_Signoff_Email_REDACTED_2026-07-06.eml`, plain-text body). `GRN-203` is entirely blank and repeats, "PLEASE COMPLETE AND RETURN ONLY WHEN YOUR PROJECT HAS BEEN APPROVED FOR FUNDING" (p. 1). ## Conflicting anticipatory language The compiled `GRN-101` binder contains templates and narrative passages that speak as if funding exists: - "ACIN formally accepts the DOJ COPS Office Technology award" (p. 5). - A work plan is framed as beginning "following approval of funding" (p. 19). - Other sections call the budget proposed and reproduce the $5,464,816/$5,464,808 mismatch (pp. 16-18). The same package therefore contains both anticipatory/acceptance language and records showing that approval remained conditional. > [!contradiction] Award/acceptance language versus no award > The MOU says funding "has been obtained," a strategic overview labels federal authorization complete, and `GRN-101` says ACIN "formally accepts" an award. The clearinghouse documents condition action on receipt of funds, and the final custodian email says DOJ had not issued an award package or approved a final budget. See [[T029 - ACIN Funding Obtained Language vs No Federal Award]]. ## Controlling status Casey Clark's 2026-07-24 transmittal says federal funding and dollar amounts remained proposed because DOJ had not issued the award package or approved the final budget as of 2026-07-23 (Gmail message `19f93fc1866e1bee`). Accordingly: - $5.5 million or $4.5 million congressional language is a designation or request, not an award. - $5,464,816 is the submitted/proposed figure, not an approved budget. - The contract amounts are contingent obligations, not proved expenditures. ## Open questions / follow-ups - Did DOJ later issue an award package, special conditions, approved budget, or notice of funds availability? - Which entity is the federal applicant and fiscal agent, and how was applicant eligibility resolved? - Was the $8 discrepancy corrected before any award? - Were the proposed positions hired or the vendor line items obligated? - Produce the final application, award decision, any denial or modification, and subsequent JustGrants correspondence.
