Two details matter. The device is designated **`C#004`** and labelled **CONDOR**, so this is a Flock **video camera**, not a licence plate reader; the corpus's Rogers LPR count comes from the [[Rogers Flock LPR Pilot Procurement]] order form instead. And "PICARD" appears as a site or pole designation whose meaning the produced records do not explain. The coordinate is published in [[Arkansas Camera Map Data]] under the **Final engineering plan** stage. It is the only coordinate in the entire Rogers production. ## What is not here `SP-09-2025-0012 (2).pdf` and `Signed ARDOT permit - RPD.pdf` are scans without a text layer, and no further device coordinates were recovered from either. The production supplies no plan sheet for any other permit. This matters because the repository's filing-stage research recorded eleven Rogers rows in ARDOT's statewide export under permits `P1854`, `P1869`, `P1918`, and five March 2026 `AXON Outpost` sites under `P1957`. The ingested [[Statewide Traffic Control Devices Export]] contains **no Rogers rows and none of those permit numbers**, and this production supplies only P1869.
