# Rogers SharedNetworks 2026-07-10 Export The native `SharedNetworks_2026_July_10.csv`, produced fourteen days after its generation date. It is **the freshest sharing export in the corpus** and the largest single-agency topology yet ingested. Three columns: `Organization Name`, `Networks Shared With Me`, `Networks I'm Sharing`. ## Scale | Measure | Count | |---|---:| | Organizations listed | **2,408** | | Organizations Rogers is sharing its network **to** | **1,093** | | Organizations sharing a network **into** Rogers | **2,055** | | Arkansas organizations in the topology | 90 | | Entities tagged `[Federal]` or a federal service | 6 | All four native SharedNetworks exports in the corpus, counted the same way: | Tenant | Export date | Organizations | Sharing outward | Sharing inward | |---|---|---:|---:|---:| | Bentonville Police Department | 2025-11-19 | 581 | 10 | 575 | | Conway Police Department | 2025-12-17 | 1,384 | 913 | 957 | | Benton County Sheriff's Office | 2026-07-22 | 1,944 | 1,847 | 831 | | **Rogers PD** | **2026-07-10** | **2,408** | **1,093** | **2,055** | Rogers's export is the largest, roughly 1.7 times Conway's, from a department whose entire Flock spend is a **$30,000 ten-camera pilot** (Rogers Flock LPR Pilot Procurement). Conway's December 2025 snapshot is the evidentiary anchor for Default-On Surveillance Data Sharing as Operational Model; the three later exports all exceed it. The four tenants also differ sharply in direction. Benton County shares outward to 95 percent of its roster; Bentonville to under 2 percent. Nothing in the produced records explains the divergence, and no agency produced a policy governing how a sharing relationship is approved. ## The federal entities Six organizations in the topology are federal or federal-adjacent, five of them carrying an explicit `[Federal]` prefix in Flock's own naming: - `[Federal] Tennessee Valley Authority Police` - `[Federal] US Postal Inspection Service` - `[Federal] Wright Patterson OH Air Force Base` - `[Federal] Indiana Dunes National Park IN PD` - `[Federal] Natchez Trace Parkway MS - National Park Service` - `Quapaw Nation OK Marshals Service` TVA Police and the US Postal Inspection Service also appear as federal receivers in Bentonville's produced portal capture, and the Quapaw Nation appears in Bentonville's sharing set. The recurrence of the same federal and tribal entities across two unrelated Arkansas cities' tenants is the pattern documented in Federal LE Quiet Access through Vendor Platforms. A United States Air Force base appearing in a municipal Arkansas police plate-reader topology is new to the corpus. ## Geographic reach The organization names carry state tokens spanning at least Texas, Missouri, Michigan, Indiana, Ohio, Georgia, Oklahoma, Illinois, North Carolina, Kansas, South Carolina, and Louisiana, alongside 90 Arkansas agencies. The first rows alone reach Caddo Parish LA, Raytown MO, Vanderburgh County IN, and a South Plains Auto Theft Task Force in Texas. The Arkansas contingent includes most of the corpus's own custodians: Conway, Bentonville, Benton County, Bryant, Cabot, Benton, Centerton, Blytheville, Boone County, and dozens more. ## What the export does and does not establish It establishes the **configuration** on 2026-07-10: which organizations appear in Rogers's sharing panel and in which direction. It does not establish that any query was run, that any data moved, when a relationship was created, who approved it, or what a receiving organization may see. The corpus treats a SharedNetworks row as a documented relationship, not as evidence of a search. Note the asymmetry: Rogers **receives** from 2,055 organizations and **sends** to 1,093. Roughly 962 organizations appear in Rogers's panel supplying access without Rogers reciprocating, at least as the export represents it. ## Cross-references - Rogers First Production Overview - 2025-12-17 Snapshot — Conway's comparable export. - 2026-07-22 Snapshot — Benton County's. - Surveillance Data Sharing — Default-On Posture; Flock Network Sharing - Hot Lists; Federal LE Data-Sharing Pipeline; Third Agency Rule ## Open questions / follow-ups - Creation dates and approving personnel for the 1,093 outbound relationships; the export carries no timestamps. - Whether any Rogers policy governs approval of a sharing request; Rogers RTIC AI and Camera Policies does not address network sharing. - Any retained audit or search log showing use of the topology, which this production does not include. - The basis on which a US Air Force base and two National Park Service units participate in a municipal Arkansas tenant.
