# Rogers PD First Production — Overview
Twenty-one documents (38,087,636 bytes) emailed on 2026-07-24 at 14:28 CDT by **[[Missi Craig]]**, Police Services Representative:
> "Please find attached the documents that you've requested. If you feel anything has not been addressed then please reach out & we will figure it out. The Cities Legal Dept. is working on the email portion so they will reach out when that's completed."
Integrity record: `_phase0_workdir/rogers-first-production-manifest-2026-07-24.md`.
## Context: this followed a scope objection
The City initially pushed back. On 2026-07-22 City Attorney [[John Pesek]] wrote that the request "is quite long and seemingly asking the City to create many records that do not exist." Joshua offered written narrowing; Pesek confirmed an IT email search was underway, and on 2026-07-23 asked for an **extension to Wednesday July 29** for the communications portion.
What arrived a day later is one of the most substantive productions in the corpus. See [[T026 - Rogers Record-Creation Objection Versus What Was Produced]].
## What's inside (21 files, grouped)

- **Camera inventory (1 file)** — the native Meraki export, 263 cameras. See [[Rogers Meraki Camera Inventory]].
- **Camera map (1 file)** — `LPR locations.pdf`. See [[Rogers LPR Locations Map]].
- **Policies (7 files)** — 406.4, 406.5, 406.6, 406.7, 413.2, 413.4, and SO 2025-1. See [[Rogers RTIC AI and Camera Policies]].

## Key takeaways
1. **The largest sharing topology in the corpus, from the smallest Flock spend.** The 2026-07-10 export lists **2,408 organizations**: Rogers shares outward to **1,093** and receives from **2,055**. Its entire Flock commitment is a **$30,000, twelve-month, ten-camera pilot**. Six federal or federal-adjacent entities appear, including **Wright Patterson Air Force Base**, TVA Police, and the US Postal Inspection Service.
2. **A police RTIC with a path to 263 civic cameras.** Only 21 are at the police department; the rest watch a library, a swimming pool, museums, city hall, fire stations, and a recycling centre. Policy 406.7 directs RTIC personnel to "Access available PSCN Cameras."
3. **The corpus's first AI policy.** Policy 406.6 governs artificial intelligence and names **Axon Draft One**, which "transcribes audio from body worn cameras and uses AI to produce police report narratives."
4. **The corpus's first Drone First Responder program.** Policy 406.7 establishes a **DFR Chief Pilot** inside the RTIC and defers to **SOG 417.2**, which was not produced.
5. **A written records-avoidance clause.** Policy 406.4 § 4.4.4 provides that "All private donor video is owned by the private donor and is not subject to public records requests" — the Bentonville theory in adopted policy form. See [[T028 - Rogers Private Donor Camera Records Exclusion]] and [[T022 - Bentonville Click-to-Allow Sharing Statement vs Produced Sharing Records]].
6. **A camera map with no coordinates.** The produced map is a Google Earth screenshot with named, direction-labelled pins. One coordinate exists in the entire production, from an ARDOT plan sheet, and it is a Condor video camera.
7. **Absence as finding:** no ALPR audit or search logs, no Flock devices-and-locations export, no Axon Quote, no appropriation or payment records, no SOG 417.2, no private-donor roster or Volunteer Registry contents, and no communications — the last expressly deferred to July 29.
## Safety and handling
No `Requester uploads/` path and no `AR_DL.png`. Defender clean. One of 22 archive entries excluded: `image002.png`, verified visually as the Rogers PD badge from the sender's email signature. The Flock certificate of insurance carries three JavaScript objects, read in full and identified as Adobe LiveCycle XFA version-check boilerplate. `SP-09-2025-0012` flagged `/AA` and `/JS` on a raw byte scan but an object-level walk found none.

## Open questions / follow-ups
- The communications portion, deferred to 2026-07-29 by the City Legal Department.
- SOG 417.2, the Axon Quote, the Flock native location export, and the ALPR audit logs.
- Whether any policy governs approval of the 1,093 outbound sharing relationships; none of the seven produced documents does.
