# Rogers DFR and Dedrone Deployment
The records establish a dock-based Drone First Responder system integrated with dispatch and a separately commissioned Dedrone counter-drone system. The two systems have different sites and functions and are not treated as one installation.
## Contract and DFR operation
The signed 2025 Axon quote includes a Skydio dock-based DFR hardware kit, DFR Command, three related DFR service/license rows, regulatory support, and professional implementation (`raw/rogers-pd/2026-07-24-first-production/Complete_with_Docusign_Rogers_-_Contract_(Ax.pdf`, PDF pp. 47, 50-51). On June 5, 2026, Rogers wrote that CAD integration into Skydio was complete and that users could “fly directly to a call” (`extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap 2.pst/BMA Export/Unfiled/4060.eml`, body).
## Produced DFR locations
The January 9 `RTIC Ops graphics` message attaches `DFR SITES_V2.kmz` and `Proposed DFR Sites.kmz` (`extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap.pst/BMA Export/Unfiled/2195.eml`, attachments 1 and 3). The placemarks supply six exact coordinates:

The current and proposed placemarks appear in [[Arkansas Camera Map Data]] under separate documentary stages. They are fixed DFR infrastructure records, not flight-takeoff events and not ALPR sites. The package carries a separate Dedrone radar placemark, which is not crosswalked to a DFR dock.
## Dedrone commissioning and acceptance
- On June 9, the vendor wrote that the FCC-approved radar panels were “on and collecting data,” while “The PTZ camera is not tracking targets as of this email” (`extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap.pst/BMA Export/Unfiled/740.eml`, body).
- On June 16, Rogers reported that “the sensors are still live” while the home map was frozen with “stale static tracks” (`extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap.pst/BMA Export/Unfiled/752.eml`, body).
- On June 29, the vendor reported, “PTZ camera appears to be up and operational” (`extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap.pst/BMA Export/Unfiled/799.eml`, body).
- Recovered deleted message `extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap.pst/Deleted items/BMA Export/Unfiled/803.eml` carries signed `PSO Acceptance Document_EN_EN.docx.pdf`, identifying “AXON DEDRONE - DEPLOYMENT SERVICES,” a June 19 service-completion date, and agency acceptance on June 29 (attachment, p. 1).
The sequence proves deployment and acceptance; it also shows commissioning defects and does not establish uninterrupted operation.
## DFR policy versions
The archive contains files named `RPD DFR Policy_SOG 417.2_Working Draft.docx`, `RPD DFR Policy Draft.docx`, `401.11 Drone First Responder Program-Draft.docx`, and a later `401.11 Drone First Responder Program.docx`. The last file, attached to February 5 message `extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap 2.pst/BMA Export/Unfiled/12237.eml`, identifies Policy 401.11, carries an approval date of October 28, 2025 and approval by Chief Jonathan Best, but leaves the effective-date field blank (attachment, cover table). It therefore fills the July production's missing-policy gap without establishing which version governed operations or when it became effective.
