The sequence proves deployment and acceptance; it also shows commissioning defects and does not establish uninterrupted operation. ## DFR policy versions The archive contains files named `RPD DFR Policy_SOG 417.2_Working Draft.docx`, `RPD DFR Policy Draft.docx`, `401.11 Drone First Responder Program-Draft.docx`, and a later `401.11 Drone First Responder Program.docx`. The last file, attached to February 5 message `extracted/rogers-pd/2026-08-12-second-communications-production/Alan FOI Dunlap 2.pst/BMA Export/Unfiled/12237.eml`, identifies Policy 401.11, carries an approval date of October 28, 2025 and approval by Chief Jonathan Best, but leaves the effective-date field blank (attachment, cover table).
