# Rogers Second Communications Production
The City of Rogers Legal Department supplied this production on a mailed flash drive. The two PST archives preserve implementation, policy, procurement, operational-reporting, and interagency correspondence that materially extends the July 24 first production. The raw PSTs remain the authoritative source containers; the reconciled extracted layer provides deleted-inclusive EML access for research.

Exact-target Microsoft Defender scans reported no detections in the raw, extracted, recovered-message, or decoded-review sets. No macros were identified. Two duplicate signal-pole brochures carried document-level JavaScript limited to an old-Acrobat warning, and one Tulsa RTIC manual contained an embedded OLE object; neither was executed during review.
## Completeness boundaries
The production contains no document-by-document index tying the City's listed exemptions to particular withheld or redacted records, and no certification that the two PSTs exhaust every custodian, search term, date range, or retained source. It does not supply a native Flock device/location export, a current private-camera roster, complete search-level audit logs, or a cleanly identified operative DFR policy with an effective date. Those are record gaps, not proof that responsive records never existed.
