Civilian faces are redacted in the agency-produced video and no identifying still is republished. ## Observed sequence Kinkade's camera shows the driver handcuffed beside the Tahoe shortly after the stop. Lackey's camera shows a drawn handgun during the approach, removal and handcuffing of the passenger, later inspection of the Tahoe's physical plate, and de-escalation after the mismatch is recognized (`Kinkade.mp4` and `Lackey.mp4`, approximately 17:28–17:35 embedded timestamps). ## Limits This ingest performed metadata inspection and sequential visual review. A verified verbatim transcript of the video and dispatch audio was not produced; quoted dialogue should be checked directly against the media before publication outside the wiki.
