This page reconciles Sherwood's July 15-16 status and completion messages with the five produced PDFs. Correspondence remains in Gmail; it is not copied into raw.

## Why the successor policy matters without retroactive application
Policy 11.08.00 requires an officer to “log the outcome of the hit/alert,” states that “All system activity is logged and subject to review,” and provides for annual audits (`3677700.pdf`, pp. 3-4). Those clauses identify record types and system functions that exist after March 24, 2026. They do not prove that the same records existed on February 11, and they do not answer items 1 or 2.
## Remaining production questions
- Which systems, accounts, and custodians were searched for items 1-3?
- Does the configuration statement deny all responsive records or only a preformatted “report”?
- Do the four in-effect general orders constitute the complete item-4 response across subparts (a)-(f)?
- Is the item-5 statement limited to the FOIA coordinator's files, Captain Edwards's files, or all Department custodians?
