It states that officers may use only objectively reasonable force and that response-to-resistance events involving active resistance “will be reported and reviewed” (p. 1). Its administrative-review section says force incidents will be reviewed at each chain-of-command level and that the Division Commander sends results and recommendations to the Chief for final review (p. 7, “All deadly and non-deadly force incidents will be reviewed”). The production does not establish that this policy's reporting threshold was triggered by the February 11 handcuffing, and no new incident-specific review record accompanies it.
