The sheets establish planned device positions to survey precision; they do not by themselves establish installation or current operation. ## The finding: an anonymous statewide point gets an agency The statewide export record [[Statewide Traffic Control Devices Export]] row 474 carries permit `P1991` at `36.224761, -94.137713` with the agency field reading **"Agency not identified in export."** Springdale's own permit package places device **P#023** at `36.224752, -94.137699` under the same permit number, section, and log mile. The two coordinates are roughly **1.3 metres apart**. The agency-produced document therefore identifies the operator behind a point the statewide export left anonymous: `AR-ARDOT-TCD-0474` is **Springdale Police Department**, Flock Safety equipment. Both values are retained on the map as a variant pair rather than merged, per the corpus convention that a device-level plan value and a statewide GIS value are separate documentary records. This is the first instance in the corpus of an agency's own production resolving an unidentified ARDOT export row, and it is the method that would resolve the remaining anonymous Flock-labeled rows. ## Notes - P1940 spans **Washington County**; P1958 and P1991 span **Benton County**.
